Staff Recommendations:
While the main church building was constructed in 1925, the Education building to the right was constructed between 1951 and 1953. Both portions of the complex were built within the period of significance and are Contributing to the neighborhood. The current proposal is to remove a portion of the internal gutter system at the Education building, along Broadway Ave and the rear of the building. The church has stated that there are ongoing water intrusion issues caused by the internal gutter system and are proposing to remove the existing internal gutter and replace it with a new exterior K-style gutter. The new gutter would be attached to the existing fascia, but the wood trim below would be removed.
The HDLC Guidelines require a Commission appeal to remove wood trim or replace it with a different trim. Staff feels that the addition of the PVC trim is not adequate in replacing the robust amount of wood trim at the Broadway St and rear elevations that are visible and would prefer a new trim that more accurately reflects the existing trims profile. However, Staff also recognizes that internal gutter systems are difficult to maintain in our climate and require constant maintenance. Staff leaves the decision to the discretion of the Commission.
