Description: Retention of the demolition of more than 50% of the exterior walls and roof as well as demolition of more than 25% of the primary facade at a Contributing rate, single-story, single family residential building without a Certificate of Review.

Staff Recommendations:
On February 28, 2024 an Interior Demolition application was submitted with the description of work stating, "Remove old furniture, carpet, old damaged sheetrocks, kitchen sink and cabinets (NO USE AND OCCUPANCY TO BE GIVEN)" for the main property address. The scope of work did not require a Certificate of Review from the HDLC as it was interior demolition only.
On July 22, 2024 a Structural application was submitted with the description of work stating, "Renovation of existing established multifamily 4-plex **CU required to re-established 5 units**" for APT A and APT B with only an interior layout drawing (See Below). This scope of work also did not require a CofR and the HDLC sub-permit was closed as not required.
On December 30, 2024 a visual inspection was conducted by HDLC Staff that noted that the building had been significantly, if not fully, reframed without review from the HDLC and the Department of Safety and Permits. A Stop Work order was issued.
The fine range for illegal demolition is 0-15% of the building's assessed value or $0-$25,000 whichever is greater. The 2024 valuation of the building was $305,200. Per former precedents of demolition of this scale, Staff recommends approval of the retention of demolition with a Tier 3 fine.
Case History:
March 12, 2025 - HDLC Commission votes to defer the retention of the demolition and defer the vote on a fine in order to better understand the timeline and current open permits.
December 30, 2024 - Stop work Issued by HDLC Staff Inspector. HDLC Red Flag placed by HDLC and the Department of S&P
24-18130-HDLC - Closed as not required, all proposed work was interior.
