Description: Demolition of a Non-Contributing rated, one-story commercial building to grade and new construction of a 5,000 SF one-story, commercial building.
HDLC Guidelines:
Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition states that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions, since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood. When reviewing demolition applications at properties located within a Historic District or at a Landmark site, the HDLC uses the following criteria in its evaluations:
The historic or architectural significance of the building or structure as designated by its “rating”: Non-Contributing
The importance of the building or structure to the tout ensemble of the area: None.
The alternatives to demolition that have been explored by the applicant: New Construction of a 5,000 SQFT commercial building
The difficulty or impossibility of reproducing such a building or structure because of its design, texture, material or detail: While not difficult it would be unlikely.
The special character and aesthetic interest that the building or structure adds to the local Historic District: None
The condition of the building or structure:
FEMA survey research indicates that the commercial gas station complex was constructed from 1990-2000. The site contains a retail building that supports the gas pumps as well as a no longer used carwash. The one-story buildings are constructed of masonry and stucco.
On August 27, 2019 an application was filed for the demolition of the buildings to construct a new gas station complex. The project underwent HDLC ARC review in 2019, and the demolition and new construction were approved by the HDLC Commission on December 5, 2019. The current application is a continuation of the 2019 application that expired due to inactivity.
Staff Recommendations:
At the February 17, 2024 ARC meeting the committee approved of conceptual approval of the new construction of the 5,000 SQFT building. For the aforementioned reasons Staff recommends the approval of the demolition of the existing building and the new construction.
