Description: Review and comment only for the installation of two storage containers on site of a Non-contributing rated one-story gymnasium building.
Staff Recommendations:
3815 Burgundy Street is a Non-contributing rated gymnasium building located behind Frederick A. Douglass High School. The gym building is located on an undeveloped lot in the Bywater Historic District. Bounded on the river side by Burgundy Street, the open "park" area includes the Victory Arch, commemorating World War I. Because the land an building are owned by the City, the HDLC only has review and comment jurisdiction. The proposed work includes the installation of two (2) 40'x8' shipping containers at 9'6" in height. HDLC Staff has communicated with KIPP New Orleans Schools representatives to find a suitable location for the installation. Staff has recommended that the containers be installed at the "rear" of the gym building at the corner of North Rampart and Alvar Streets. This location will reduce overall visibility within the open field and be located adjacent non-residential buildings. This location will also not compete with the existing memorial arch. The property owner has expressed that the containers will be painted. If possible, Staff recommends that screening be installed at the back of the existing fencing to further reduce visibility of the containers. See site plan below showing proposed location.
