Competency Assessment ratings shall be obtained by use of questionnaire via Google Form only.
It shall be a 180-degree Competency Assessment (Self and Supervisor Ratings). Competency Level shall be obtained from the average of self and supervisor ratings.
Levels of Assessment
I. 180-DEGREE ASSESSMENT
A combined result of the Self and the Supervisor’s rating
High level of reliability in competency assessment since it shows equal perspective of both the employee and the supervisor.
II. SUPERVISOR’S ASSESSMENT
Supervisor’s evaluation on the level of actual competencies (knowledge skills, attitudes) and observed behaviors presented and manifested by the employee in performing their job roles and functions.
III. SELF-RATING
The employee/ratee’s perceived level of competency based on their self-assessment and evaluation of personal experiences, skills, functions and work performance.
Determines an employee’s understanding of the expectations in his/her duties and responsibilities.
Roles and Responsibilities
MANAGERS/SUPERVISORS
Ensure compliance of all qualified employees under their respective Offices in completing the Competency Assessment within the prescribed period.
Provide support and guidance towards their employees by giving them ample time and resources to complete the Competency Assessment.
Answer the Supervisor’s Assessment of their direct reports & subordinates completely and objectively.
ADMINISTRATIVE SERVICES OFFICERS
Coordinate, monitor, and ensure compliance of employees in the Competency Assessment
Acts as liaison with HRMD in addressing issues/concerns on the Competency Assessment
SELECT OFFICERS & EMPLOYEES
Answer the Self-rating of the Competency Assessment completely and objectively.
Competency Assessment Questionnaire
Each competency includes the following:
-Definition
-Scale of behaviors (Behavioral Indicators per Level)
When assessing an individual’s competencies, the key factors are consistency and demonstration – how consistently a person demonstrates the behaviors associated with a particular competency and competency level.
How to Accomplish the Competency Assessment Questionnaire
Read and understand the definition of the competency.
Beginning at level 1, reflect if you (or the person you are assessing) consistently demonstrate the behaviors per level.
Stop when you reach a level where you (or the person you are assessing) do not consistently exhibit the behavior.
Complete the assessment of all competencies and submit the rated Competency Assessment Questionnaire.
