Leadership
Building Collaborative and Inclusive Working Relationship (LEAD-BC) - Ability to build and maintain a network of reciprocal, high trust synergistic working relationships within the organization and across government and relevant sectors. This involves the ability to successfully leverage and maximize opportunities for strategic influencing within the organization and with external stakeholders.
Creating and Nurturing a High Performing Organization (LEAD-CN) - Ability to create a high-performing organizational culture that is purpose-driven, results-based, client-focused, and team-oriented.
Leading Change (LEAD-CN) - Ability to generate enthusiasm and momentum for Organizational change. It involves engaging and enabling groups to understand, accept and commit to the change agenda. It also includes advancing and sustaining change.
Managing Performance and Coaching for Results (LEAD-MP) - Ability to create an enabling environment which will nurture and sustain a performance-based, caching culture. effectiveness in this competency area also includes a strong focus on developing people for current and future needs, managing talent, promoting the value of continuous learning and improvement.
Risk Management (LEAD-RM) - Ability to identify, assess and control risks attributed to technical, logistical, environmental, management, financial and socio-political aspects of work through identification of procedures to avoid or minimize their impact to organizational performance.
Thinking Strategically and Creatively (LEAD-TS) - Ability to "see the big picture" think multi-dimensionally, craft innovative solutions, identify connections between situations or things that are not obviously related, and come up with new ideas and different ways to enhance organizational effectiveness and responsiveness.
Organizational
Computer Literacy and Proficiency (ORG-CL) - Ability to utilize computers efficiently including available softwares, applications and technology to give solution in modern day challenges.
Creativity and Innovation (ORG-CI) - Ability to develop original ideas and new insights by using non-traditional concepts and applying out-of-the box thinking that solve problems, result in innovation and organizational improvements.
Human Resource for Non-HR/Talent Management (ORG-HR) - The ability to identify, develop, mobilize and retain talents through the implementation of programs that are aligned with corporate performance strategies in order to build and sustain a high performance workforce.
Monitoring and Evaluation (ORG-ME) - Ability to accomplish tasks, programs and activities by checking, comparing and producing accurate reports and recommendation of appropriate solution taking into consideration the standard format, frequency and schedule of submission.
Planning and Organizing (ORG-PO) - Ability to set objectives, allocate resources, and establish timeline for tasks, projects and strategies in order to set corporate direction and goals, and to recommend realignment or enhancement for the long term and short term goals and objectives of the organization.
Policy Formulation and Development (ORG-PF) - Ability to analyze, enhance, develop, and revise policies in order to ensure that they are consistent and up-to-date with relevant local/national laws, and aligned with the Authority's mandate, programs, and targets.
Presenting and Communicating (ORG-PC) - Ability to convey ideas and information by composing messages, provide ideas suitable to the topic, purpose and audience and deliver them effectively using a range of media.
Problem Solving and Decision-Making (ORG-PS) - Ability to identify and provide solutions to problems and decisions in an objective, ethical and balanced manner by following parameters, conducting evaluations, and consulting with stakeholders.
Procurement (ORG-PR) - Ability to undertake procurement planning, process management, and evaluation to facilitate the accomplishment of work goals and targets in accordance and as provided for the Annual Procurement Plan.
Records Management (ORG-RM) - Ability to achieve adequate and proper documentation of policies and transactions of the organization through the creation, organization, maintenance, security, transmission, retention and disposition of records.
Research, Interpretation and Analysis (ORG-RI) - Ability to systematically gathers, interprets and analyzes relevant information, data and variables to be used as basis for policy formulation, provides insights and solutions in an existing corporate problem, helps to develop new ideas or to establish basis for performance targets and measures.
Writing and Reporting (ORG-WR) - Ability to convey facts, ideas or messages through writing and reporting specialized data and information filled material in a concise, comprehensive and understandable manner both in an official documents or reports containing simple to complex information with analysis and recommendations as required for target audience.

Adaptability and Flexibility (CORE-AF) - Ability to improve productivity and efficiency by responding to abrupt changes in the work environment, coping up with the advancing technology, and embracing others' idea in order to have a competitive and harmonious working environment.
Customer Focus (CORE-CF) - Ability to provide quality services upholding the agency's image and reliability by identifying and analyzing customer needs to respond accordingly and ensure that their needs are being met.
Gender and Development, Diversity and Social Inclusion (CORE-GD) - Ability to integrate in the processes, programs and projects of the NHA principles and policies relating to Gender and Development, Diversity and Social-Economic/Cultural Inclusiveness by recognizing, adopting and adhering to the same, to create a productive work environment and mutually beneficial network.
Professionalism (CORE-PR) - Ability to serve as a role model by acting and behaving in a manner that adheres and follows appropriate laws, standards, moral principles and protocols, and demonstrates his/her professional duties and accountabilities with utmost diligence, integrity and commitment to service excellence.
Working with Others (CORE-WW) - Ability to effectively interact, cooperate, collaborate, resolve and manage conflicts with other people in order to complete project/tasks and achieve shared goals. This includes working with another person or working in small or large groups within or outside the organization.
