A primary focus for NEPEDA in its Development & Redevelopment Projects is the removal of Blight. Removal of Blight is a significant driver for incentivizing investments in new or redeveloped businesses as well as investments in existing or new homes.
NEPEDA was the driving force for the adoption of the LERTA (Local Economic Revitalization Tax Assistance) Ordinance in Potter County, Pennsylvania. It is a Commonwealth of PA Statute (1977) that provides tax abatement incentives for the newly invested properties in “economically depressed communities” (all communities in Potter County, PA are included in this classification).
Ulysses Borough, one of the seven municipalities in the “NEPEDA Served Area” was the first municipality in Potter County to pass their “LERTA Ordinance”. Others in our “Served Area” are or have followed (or are following) suit including the Northern Potter School District. They recognize the value added to the “Quality of Lifestyle” when incentivizing Blight Removal and improvement of lifestyles, commerce and employment in our areas.
