Project Purpose

Project: Identify Workforce Housing Needs and Gaps

The purpose of this project is to provide stakeholders a resource to easily identify workforce housing needs and to explore relatable solutions in Wallowa County.

Our guideposts or goals to accomplish are conduct housing inventory, define affordable workforce housing, identify workforce housing gaps, and implement effective outreach and engagement. See below for descriptions.

Conduct Housing Inventory

How many and what types of housing options are available in Wallowa County?

Define 'Workforce Housing'

How do we numerically define the cost range that is affordable for our workers? What is this range? What is our affordability metric?

Identify Workforce Housing Gaps

Once we have an updated housing inventory and a working definition for affordability, what does our County need to meet workforce housing demands?


Implement Effective Outreach and Engagement

Who are our partners in executing workforce housing solutions? How do we engage our leaders and community members?

Timeline

  • Oct 5, 2021 - We had our first meeting to identify a priority project (Identify Workforce Housing Needs and Gaps) and tasks for each teammate before our next meeting on Nov 5, 2021.

  • Nov 5, 2021 - Discussed inventory study outline and survey draft. Discussed possible Workforce Housing definition for Wallowa County. Reached out to other Wallowa County housing groups and property managers.

  • Dec 6, 2021 - Completed and sent out employer survey to get more information on housing needs. Discussed available quantitative and qualitative data to include in the inventory study. Planned to meet with other Wallowa County housing groups to agree on a working definition for Workforce Housing.

  • Jan 19, 2022 - Coming back from the holidays we plan to follow-up on a number of items: increase outreach efforts to get more employer survey responses, connect with city and county government officials regarding their level of concern with workforce housing, review data from county accessor, and find out how many single residential housing resides in R2 zoning where short term/vacation rentals are allowed.

  • Feb 2022 - Group met in January, we are reaching out to each city to learn more about vacation housing situation. Waiting on responses for employer survey. Connecting with Wallowa Resources and Nils to collaborate on the study. Wallowa Resources looking to form an organization to tackle housing development in Wallowa County. Working with Nils and Wallowa County Housing #2 to define workforce housing for Wallowa County.

  • March 2022 - Efforts and energy has slowed down for the study. Working with Nils at Wallowa Resources to see how we can support their new organization. Team members are also looking at the possibility of a merge with Wallowa County #2 team.

Meet the team

Our 8-member team was created under the Strategic Doing framework. We have one table guide leader to keep the conversation on track, and one knowledge keeper records the session and make sure everyone is on the same page. The team will meet every 30 days until the project is completed. Each team member leaves every meeting with a task to complete by the next meeting.
