You are not more than 25 years old at the time of filing your application
You must be a HIGH SCHOOL GRADUATE with 75% percentile rank or above in the National Secondary Achievement Test (NSAT), or at least 80% average with NO FAILING GRADE in any subject, or have not completed a tertiary course, except for vocational scholars
With a weighted average of at least 2.5 or 80% in the last semester of college, if attended any
With parents/guardians having a gross annual income of not more than Php 220,000.00
Has passed the entrance examination, if required, at the school where he or she intends to enroll
Not presently enjoying any scholarship or study grant
Duly filled-out Application Form (Get a copy personally at ESSO)
Passport Size (1 ½ x 2 inches) Photo with Name tag
Latest BIR Income Tax Return (ITR) of Applicant’s Parents/Guardians
If the ITR is not available, an Affidavit of Applicant’s Parents/Guardians stating the reason for not filing the ITR. If not applicable, a Certificate of Exemption from filing the ITR
High School Report Card (Form 138) for incoming freshmen
National College Assessment Examination (NCAE) result
Official Enrollment Certificate and Statement of Accounts for those College Units
Official Report of Ratings or Certificates of Grades for the last semester attended issued by the School Registrar or Dean
Barangay Certification that the applicant is a resident of the Barangay and that they are of good moral character without any derogatory record
Birth Certificate of the applicant
Voter’s ID or Voter’s Certification (original and photocopy) or parent/guardians, or of the applicant, if she/he is already an eligible voter of Naga City
Get a copy of the Application Form from the Education, Scholarship and Sports Office (ESSO)
Submit requirements along with your filled-up Application Form

The NTSP entrance examination assesses applicants in the following areas:
Mathematics: Basic arithmetic, algebra, and problem-solving skills
Science: Fundamental concepts in general science
English: Grammar, vocabulary, reading comprehension, and writing skills
General Knowledge: Information about Naga City
Essay Writing: An essay component where applicants express their opinions on current social issues at the local or national level.
Make sure to be at the venue at least 30 minutes before the exam
Latecomers are no longer allowed to take the exam.
Cellphones and smart watches are not allowed inside the exam room.
Kindly place all bags in front of the room
Please use black and blue pens only.
You may use a pencil in answering, but you must REWRITE your answers using pens before submitting your test paper.
Erasure is permitted ONCE only, although it is recommended to minimize the use of erasures if possible. Double erasures are not allowed.

Results of the Written Examination
High School Report Card Average and NCAE Result/GWA Report of Grades of your last College Semester attended

Applicants whose parents are members of Solo Parents, PWDs, 4Ps, QUEEN, and SAGGAWADAN sectors and those graduates from public high schools and ALS are given privilege points in the ranking process (Section 10, Ordinance No. 2013-010)
Announcements and results will be posted at the Education, Scholarship and Sports Office (ESSO) and on official Facebook pages such as the Naga City Government and the Naga City Scholars Guild one (1) month after your examination.
Once you have passed the scholarship application process, you will need to:
Attend the contract signing and orientation for new scholars.
Join the official Naga City Scholars Guild Private Facebook group and Messenger group chat, and other communication channels for updates.
Understand and Fulfill Scholar Obligations. Make sure to familiarize yourself with the requirements to maintain your scholarship.
Yes, you can reapply in the next annual application period if you didn’t pass. This includes retaking the required exam. Applications are typically open every year; take this time to review and improve your preparation for the exam and ensure all other requirements are met.
The financial assistance for Naga City Scholars varies based on the type of institution they are enrolled in and their academic standing. The scholarship operates on a percentile-based system, with different tiers corresponding to the scholar's performance and the institution type.
For scholars enrolled in public universities:
Top quartile (1st quartile): ₱10,000 per semester
Second quartile: ₱7,500 per semester
Third quartile: ₱5,000 per semester
Fourth quartile: ₱3,000 per semester
For scholars enrolled in private universities:
Top quartile (1st quartile): ₱22,000 per semester
Second quartile: ₱15,000 per semester
Third quartile: ₱11,000 per semester
Fourth quartile: ₱8,000 per semester
For scholars enrolled in public universities: The scholarship funds are directly released to the scholars.
For scholars enrolled in private universities: The scholarship funds are paid directly to the university, reducing the scholar's tuition fees accordingly.
