14 of the 17 long term RV parks verified by Long Term RV Rentals cap a stay at 14 days per site from April 15 to September 15, and all 14 are run by one operator, Encore / Equity LifeStyle Properties. That rule decides whether a monthly stay is one booking or eleven: outside those dates the cap never applies, and inside them a summer on one park is 11 bookings and 10 site moves. Below is every verified park, its rule in the operator's own words, the page it came from, and the date we read it. We re-read every operator page on October 14, 2026.
Each of the 14 capped parks publishes the same paragraph under "Extended Stays" on its own page at rvonthego.com, Encore's booking site. Read on October 14, 2026, it says: "From April 15th till September 15th, reservations can have a maximum of 14 days per site. Back-to-back 14-day stays are permissible, given that guests change sites between reservations."
The same 14 pages carry three more lines that decide a long stay:
Electricity. "Electricity is not included for stays of 30 days or longer." None of the 14 says whether it is then metered or charged as a flat amount. Winter Quarters Pasco alone adds "Any stay of 30 days or longer will incur a monthly electric bill", which says how often and not how much.
The long-stay tier. Stays of 28 to 184 days book as "long-term or seasonal stays" at the 13 Florida parks. Scenic RV Resort in Asheville publishes 28 to 179 days.
The 45-day notice. For a long-term or seasonal stay, "If you cancel your reservation and provide less than the required 45 days' notice, you will forfeit your deposit amount."
The dates are the same in Lutz, Florida, in Asheville, North Carolina, and at two Oregon parks near Portland. A rule that does not move with the climate is a company policy, and the parks publish no reason for it.
Counted with both end dates, April 15 to September 15 is 154 days: 16 in April, 31 in May, 30 in June, 31 in July, 31 in August and 15 in September. At 14 days a booking, that is exactly 11 bookings. Eleven bookings on changing sites means 10 moves.
So a renter who needs to stay near Tampa Bay or Fort Myers from mid April to mid September makes 11 reservations at the same park and changes site 10 times. Each move is a full unhook, pack-up and set-up on a new pad. The operator's line allows the next booking; it does not promise that a free site will be waiting when the last one ends.
Book the whole run before you arrive. Ask the park to reserve all 11 stays and the sites for each one at once, and get the list in writing.
Ask who chooses the next site. No page says whether you pick it or the park assigns it, or whether it has the same amp service and hookups.
Ask about a stay already running on April 15. No page says whether a winter booking that crosses April 15 is cut to 14 days, moved, or left alone.
If you cannot face 10 moves, look at the uncapped parks. The 3 parks with no published cap are all near Asheville, North Carolina. Their records are below.
What it costs to skip this. Ten site changes in one summer, each one a chance that no site is free. A renter who plans one monthly booking for June is planning a stay the operator's own rule does not allow on one site.
From September 15, 2026 to April 15, 2027 is 212 days. A snowbird stay inside that gap never meets the cap. The catch is the long-stay tier. The Florida parks' tier stops at 184 days, which is 28 days short of a full winter.
Past 184 days the operator's pages move you to a different product. They describe "extended-stay reservations (lasting 185 days or more)", booked through an "Agreement for Use of RV Site" with a $150 site holding deposit that is refundable if the agreement is not signed within seven business days. Read on October 14, 2026, that text appears on all 13 Florida pages and both Oregon pages, and not on Scenic's.
That is where Florida's tax rule meets the park's paperwork. Florida Statutes 212.03(4) gives a long stay two routes out of the transient rentals tax:
A written lease signed up front. A bona fide written lease for longer than six months for continuous residence takes the stay out of the tax from the start.
Six months paid, then exempt. A guest who resides continuously longer than six months, and has paid the tax for the first six months of residence, is exempt from then on.
Florida Statutes 513.01 treats an RV park guest registered for six months or less as transient. Six calendar months run 181 to 184 days, depending on the start month. A full 212-day winter crosses that line.
What to do. If your winter will run past six months, ask the park before arrival whether its Agreement for Use of RV Site is a written lease for longer than six months. No operator page we read says whether it is. If it is not, plan to pay the tax for the first six months. And give 45 days' notice of any change to a long-stay booking, or the deposit goes.
The cap, tier, back-to-back and electricity terms below were re-read on each operator's own page on October 14, 2026. Site counts, amenities and phone numbers come from the Long Term RV Rentals record for that park, read on the date shown. "Not published" means the park's page says nothing either way, which is not a refusal.

All 8 are Encore parks. On October 14, 2026, 7 of the 8 operator pages printed a local number beside the street address, listed with each park below. Encore Tranquility Lakes prints its address with no number, so the only number for it is 877-570-2267, Encore's central reservations line, which is not a front desk: ask it for the park by name. These are the questions a long stay turns on. We looked for each one on every page above on October 14, 2026, and none of them is answered:
How electricity is billed past 30 days. 14 pages say it is not included, and only Winter Quarters Pasco says the bill is monthly. None says whether it is metered, or what a unit costs.
The monthly rate. 16 of the 17 published parks leave it to a call. Bear Creek gives a range with no months attached.
Whether a stay running on April 15 is held to the cap. No capped page says.
Whether the next 14-day booking is guaranteed a site, and who picks it.
Whether the Agreement for Use of RV Site is a written lease for the purposes of Florida Statutes 212.03.
Whether the park accepts an insurance-funded stay, or invoices monthly in the guest's name. None of the 17 says.
Why the cap exists. The operator publishes the rule and no reason.
How the five Tampa Bay parks compare, and why every summer booking there sits on the short-stay terms.
The eight Fort Myers parks, with the local number and street address each operator page prints.
The four Asheville parks, and the arithmetic on the one published monthly rate.
Planning a winter rather than a summer: sites.google.com/view/florida-snowbird-rv-parks, arrival date by arrival date.
Put your dates next to April 15 and September 15. If the stay sits inside them at an Encore park, it is a run of 14-day bookings.
Count the days. Over 184 at a Florida park means the extended-stay agreement. Over six months in Florida means asking for the written lease.
Call with the open questions above, electricity first, and get the answers in writing.
Diary the 45-day notice date for any long-stay booking, so a change of plan does not cost the deposit.
