PREFACE
Target is considered amongst our covert operatives as an assassin without peer. She has been on our radar since her creation into the Weapon X program, as established by Agent Vasili Kurylenko, member of the Department of [REDACTED], and even though she 'escaped' the program, she is still accordingly listed as a high value recruitment asset.
She was cloned from male DNA and until her awakening she still identified by her birth gender (M) and went by the name [REDACTED]. It is unknown at this point if she transitioned as part of a mission or if she suffers from gender dysphoria. It is also unknown if she has used her spheres to assist this transition, or if she is doing so through mundane means. Prescriptions for several HRT drugs in the name of [REDACTED], were found in the refuse of her apartment building. Though this is a largely circumstantial find.
Her skill level is beyond all KPI’s for a target in this portfolio. She has shown no strong allegiance to the Traditions and seems to work in a fairly neutral manner. Accordingly she has already performed several operations on behalf of our organization, via the [REDACTED] Network, operating out of the [REDACTED] hotel. Refer to report dated [REDACTED] by [REDACTED] for further details as to the high priority targets that were neutralized during these operations.
Agents [REDACTED] and [REDACTED] have met with the target on several occasions in the bar of the [REDACTED] hotel. The bar is considered neutral territory for all supernatural creatures of class [REDACTED] and above. She has been amenable to their approach thus far.
Target is considered armed and extremely dangerous and should not be approached under any circumstances unless given express written approval by Bureau Chief [REDACTED].
BACKGROUND
Target recorded her first official kill at the age of seventeen (see report dated [REDACTED], by Agent [REDACTED] for further details). Though it is assumed that she had killed others prior to this point, but the trail of evidence is thin and the curators of the Weapon X program are consistently belligerent in terms of sharing operational documentation. Target is not inclined to provide details as to her past and is known to give different accounts each time she is asked.
Target was heavy involved in the events leading up to and including the [REDACTED] event in New York City. At the time she was closely associated with two [REDACTED] class mages; Morgana le Fay and Walter (both of whom are on our most wanted list, with the former missing and the latter subsequently captured and under the treatment of Dr Kobayashi). Proof of the intricate details of her total involvement are thin, though it is clear that the Terrorists to which she associated with would no doubt have had a negative effect on her potential recruitment.
Post the [REDACTED] event in New York City, it appears that she has taken a greater role within the the [REDACTED] Network, operating out of the [REDACTED] hotel. Intelligence suggests that in her rise through the ranks of said organization she was required to kill her former mentor Charon, [REDACTED] class mage of Tradition Euthanatos. While promising, it remains to be seen if her loyalty can swayed.
PSYCHOLOGICAL PROFILE
The following is a condensed accounting of a report given by Dr Kobayashi of the Department of [REDACTED], after a Psychometric reading of the gun found on [REDACTED], linked to the target after the extra judicial killing of [REDACTED] (See report dated [REDACTED] by Agent [REDACTED] for further information) .
“ ... Subject shows all signs of sociopathy and psychopathy. A complete disregard for human life, with limited social skills. This would indicate a prolonged period of intense physical and mental torture, framed as training in order to create the perfect killer. It is likely that they are suffering from PTSD but has no means to deal with it.
They would appear to have a limited sense of self preservation and show a willingness to push themselves beyond the limits of human ability. Such behavior indicates low self esteem and possible suicidal ideation. It is my opinion that the subject suffers from depression and anxiety and has poor coping mechanisms. It is likely the subject resorts to drugs and alcohol to ‘feel normal’. There is also evidence suggesting gender dysphoria, but further testing would be required.
It is in my professional opinion that the subject is extremely dangerous and the longer they are left to their own devices, the greater a liability they will become to the Bureau of [REDACTED]. In the unlikely event they willingly join the ranks of [READCTED] or in the more likely event they are captured by [REDACTED], I request that the subject is brought to me for a complete [REDACTED], multiple [REDACTED], and repeated [REDACTED] treatments, at which point the subject will be fit for service …”
RECOMMENDATION
As per the report of Dr Kobayshi, time is running out before the target may be lost to either side of the [REDACTED] conflict, given her fragile mental state. While the target can effectively be brought to heel by working for us by proxy via the [REDACTED] Network, operating out of the [REDACTED] hotel, I feel she will be a greater asset by working directly for the Bureau of [REDACTED] as we have the superior resources at hand to treat her. I would therefore recommend that further resources are allocated to Agents [REDACTED] and [REDACTED] to assist them in recruiting her as soon as possible.
