Project Vision

Monkton Heathfield Phase 2 (MH2) will become a new garden neighbourhood as promoted in recently adopted and emerging Taunton Garden Town documents. The development will be integrated with the existing village and the Phase 1 development but still separate to Taunton.

MH2 will be a place that supports the health and well-being of all residents throughout their lives. The new garden neighbourhood is defined by a series of new walkable neighbourhood centres which will be connected by a new high street (spine road) with access to services and facilities. A new through school, comprising a primary and secondary school and a mixed use district centre will be at the heart of this new community. It will be a place where residents will want to walk and cycle and also have the benefit of a high quality public transport service into Taunton supporting the new Bus & Ride facility. The new garden neighbourhood will be a source of local employment opportunities which respond to strategic and local needs, as well as 21st century working practices.

Planning Policy Context

Policy SS1 of the Taunton Deane Borough Council (now Somerset West and Taunton Council) Adopted Core Strategy 2011-2028 allocates land at Monkton Heathfield for a sustainable new neighbourhood, delivered through a coordinated and comprehensive approach. As part of the policy, the development should provide:

  • A variety of character areas which reflect the existing landscape character and the opportunities and constraints provided by natural features to create a place that is distinctive and memorable;
  • An accessible district centre with a mix of uses and facilities;
  • A connected street network which accommodates pedestrians, cyclists and vehicles and promotes a viable public transport system;
  • Well designed public open spaces which are enclosed and overlooked by new development;
  • A positive relationship between new housing and existing communities; and
  • A well defined green edge to the urban area that protects views from Hestercombe House and the Quantock Hills.
