On page 40 of Kimley-Horn's August 2023 report on Multi Modal Path Alternatives Evaluation, the top listed concern of the CDD-1 Board was:

Concern over the travel speeds on Morse Boulevard and desire for traffic calming measures

So it seems pretty obvious that we should consider the following:

• Lower the speed limit from 30 MPH to 25 MPH

• Request additional law enforcement of vehicle and golf cart speeds

• Install speed monitoring and display devices

The Broken Windows Theory explains how a lack of speed enforcement leads to a disrespect for speed limits. As speeders learn that there are no consequences associated with driving as fast as they want to in a particular area, other drivers realize that they might as well do it too. And this is how a speeding problem becomes established.
