The LIA Evaluation and Training would include a site visit to the Local Issuing Authority, a 2-hour training for all LIA staff, review of the permitting and inspection procedures, hands-on inspector training, and recommendations for program improvement or steps to be ready to proceed with the MOA. We will guide you through the state's rating process and let you know what to expect from their visits. The LIA Evaluation will conclude with a report of our findings, a rating example, and recommendations for improvement if needed.

•Local Issuing Authorities may be managed by the Planning, Building, Code Enforcement, Public Works, or a combination of those departments.
You will need to ensure your local ordinance meets the state standard and that you are aware of any additional points that exceed the state's GESA. (O.C.G.A. 12-7)
•Your municipality will need to have at least one Level IB Inspector on staff to perform inspections. If you have an MOA, you will also need at least one Level II Plan Reviewer on staff.
•You will need to have a person designated to be responsible for processing the LDA applications and mailing plans to GSWCC for review in a timely manner.
•You will have 10 days to send AND receive plans to GSWCC or the SWCD, and they have 35 days to review. *If you have a Memorandum of Agreement (MOA), your office is also responsible for the plan review of all ES&PC Plans before issuance of LDA Permits. Plan approval does not necessarily mean the LDA permit is issued. No response in 45 days = ES&PC Plan Approval.
•Office staff/Inspectors will need to maintain a spreadsheet or log of current permits. There is important information you will need to maintain, such as dates issued, contact info, project location, NOI/NPDES #, status of permit, and any comments. You may also need to collect other data to assist with completing the Semi-Annual and/or Quarterly Reports.
•Certified IB Inspectors should visit current sites on a routine basis and send notifications of deficiencies or violations to the contractors for remediation. If corrective actions are not taken, further action must be taken and documented. Be sure to list all good and bad BMPs and give a date due for corrective action. Inspections should be conducted every 7 days and at rainfall events.
•Inspection reports should include all data required by the Level IB course. It is always a good idea to include photos of the project site during inspection and send notices in writing.
•Office staff, inspectors, and/or code enforcement will need to maintain a list of E&S Complaints and resolutions.
•Keeping proper records will make it easier to compile the information required to report to GSWCC
