Stormwater Management can be clear as mud! Don't get stuck! Let the professionals at Mid State Environmentals clear the mud of stormwater management with our GASWCC Certifications - Level IA (blue card), Level IB (red card), Level II, and LIA Training Courses. Click on the dates and locations below to register for an upcoming course. Private trainings can be requested for 15 or more. Please let us know if you would like to host a course. LIA Trainings are conducted by request. REGISTRATION CLOSES 1 WEEK BEFORE COURSE DATE. Refunds can be issued for cancellations one week before the course. Substitute attendance or registration deferral is preferred.
The IA Blue Card is for Site Superintendents, Monitoring Consultants, and those who are involved in land disturbance who are the responsible person on site, even if for the day. Certified Personnel are responsible for the stormwater management of a construction site. This is an 8 HR Course with an open-book exam and includes 3 years of certification, the training manual, and a field manual.
The IB Red Card is a requirement for those conducting regulatory enforcement of construction sites, such as Municipal Inspectors or Code Enforcement, and some State Enforcement Agencies, such as EPD and DNR. This is a 12-hour Course with an open-book exam and includes 3 years of certification, the training manual, and a field manual.

This program requires recertification every 3 years.If you have previously held a IA or IB Certification, whether it is expired or just within a year of expiring, you can recertify with a 4 HR CEU. Check your expiration at https://www.gaswcc.org/esc-search.php. NO EXAM is needed. This is an in-person course and includes 3 years of certification, updates to the training manual, and an updated field manual.

It can be difficult to manage a Local Issuing Authority with constant changes to the law, changes in staff, and the day-to-day challenges of managing governmental departments. To have a successful LIA, you need proper procedures, trained staff, and support from your local council. MSE can assist you with establishing effective procedures to easily manage the permits and reports that are required of an LIA, as well as, train your staff. We will visit your LIA and review the current permitting and inspection procedures. We have a 2-hr Staff Training for all involved, for a better understanding of the laws and regulations surrounding an LIA. We can also include hands-on Inspector Training. If an LIA is trying to become an MOA, we can assist with that process as well. We will provide recommendations for improvement or the next steps to an MOA for approval.
