Overpopulation is one of the biggest problems with Tokyo. Certain districts such as Nakano and Toshima have been very overcrowded. A strategy to fix overpopulation is to move citizens living in urban areas to more rural areas. They can solve this by offering financial incentives for people to move out of Tokyo and live in another area. They can also solve this by building good infrastructure in other areas and having more entertainment so that people are persuaded to live in a different area.
Air pollution is a significant challenge for Tokyo due to greenhouse gases being released from factories throughout the city, this caused the air quality to deteriorate. One strategy to solve this issue is encouraging people to use hybrid vehicles and electric vehicles, they could offer tax breaks for electric vehicle charging stations.

Traffic Congestion have been a major problem in tokyo with certain traffic jams going up to lengths of 40 km. A strategy to solve traffic congestion is by offering employees of eligible companies to work from home, this way a mass amount of people would not have to leave their homes and could work from their homes.

Tokyo is a densely populated city with incredibly high demands for housing, this causes housing shortages in the city with some people left without a home. A strategy to solve this issue is to use vacant land and buildings. Some land and/or buildings in Tokyo are vacant and have no purpose. The government could incentivize property owners to convert their vacant properties into affordable housing.
