Commissioner of Motor Vehicles Vinnyvxx
(Usually addressed simply as Commissioner Vinny)
Commissioner Vinny first joined the Mayflower Division of Motor Vehicles as the inaugural Deputy Commissioner under Commissioner clownhonks. Following Commissioner clownhonks’ resignation on June 18, 2025, he was appointed Commissioner by then–Secretary of Transportation TradeEffect. Before joining the DMV, he held multiple senior roles across the Mayflower Department of Transportation, including MTA Chief of Staff, MTP Lieutenant, and MDOT Chief of Staff/Legislative Affairs Advisor.
Since assuming office, Commissioner Vinny has managed the entire DMV independently, guiding it from its inception into a fully structured statewide agency. He is the principal author of several cornerstone transportation laws, including:
The Mayflower Department of Transportation Act
The Mayflower Division of Motor Vehicles Act
The F.L.A.S.H. Act, which modernized the state’s outdated special equipment regulations
The Motor Vehicle Investigators Act, establishing the Office of Field Investigation (OFI) to enforce DMV regulations and ensure public safety
His ongoing priorities include modernizing the DMV, improving permit enforcement, professionalizing agency operations, expanding OFI investigative capabilities, and cracking down on unauthorized or illegal special equipment.
Among his major achievements are the establishment of the DMV Office of Field Investigation, rebuilding the Special Equipment Permit (OSEP) system, reorganizing DMV structure and compliance processes, implementing Trello-based oversight systems, and eliminating outdated or ineffective practices from prior leadership.
Beyond his role at the DMV, Commissioner Vinny maintains a significant presence in public service. He currently serves as a command member of the Mayflower Transportation Police, holding the rank of Lieutenant (Division Commander) of the Detective Division, where he leads investigative operations, conducts major case work, and supports traffic enforcement initiatives. His additional background includes serving as a State Senator, Director of the Governor’s Office of Legislative Affairs, Senate Sergeant at Arms, former DSS (now DPS) Director, Department of State Chief of Staff, as well as previous law enforcement roles such as Clark County Sheriff’s Office Traffic Enforcement Deputy and Mayflower Parks & Wildlife Natural Resource Officer.
Outside of his administrative and investigative work, Commissioner Vinny enjoys spending time in the field as the MTP Detective Lieutenant—conducting investigations, assisting with traffic enforcement, and working alongside other officers. In his spare time, he can often be found fishing in New Flanders or relaxing along the Mersea Beach shoreline.
Known for his drive and commitment, he also has a bad habit of taking on five roles or tasks at once, but manages it with a blend of dedication, fairness, and a calm, helpful approach. Colleagues describe him as fair but firm, chill yet professional, and someone who can carry authority while still keeping humor and approachability in his leadership.
Oversees driver permitting, vehicle registration, and statewide credentialing services. Ensures all operators and vehicles meet regulatory and safety requirements under Mayflower law.
Administers permits for emergency lights, warning lights, sirens, airhorns, and other regulated vehicle equipment. Maintains strict compliance standards to protect roadway safety and prevent unauthorized use.
Conducts investigations into permit violations, motor vehicle fraud, illegal equipment usage, and other offenses within DMV jurisdiction. Serves as the investigative and enforcement arm of the DMV with concurrent authority over Titles 2 and 6.
Drafts, updates, and implements (upon approval of the Commissioner) DMV regulations, policies, and administrative codes. Ensures statewide adherence to transportation laws and oversees agency-wide compliance programs.
Manages internal operations, records, scheduling, communications, and administrative support functions for the entire DMV. Ensures agency efficiency, organization, and public accessibility.
