The Radical Republicans believed that African Americans were equal to all others and that confederates should be punished. This is supported by this statement in a document written by Thaddeus Stevens: "They have no education, have never worked for money, and don’t know about their rights. We must make the freed slaves independent of their old masters, so that they may not be compelled to work for them upon unfair terms".

Any freed slave who is an adult male should be given forty acres of land, $100 to build a home, and the right to vote. This is proved by this quote: "The bill provides that each freed slave who is a male adult, or the head of a family, will receive forty acres of land, (with $100 to build a house). Homesteads are far more valuable than the immediate right of suffrage, though they should receive both. 

Because they supported slavery giving rights to freed slaves might progress into giving rights to all African Americans, freed or not, which would be bad for them.

Because it would cost$12,000,000 a year to do and $4,000,000,000 had already been paid to free them. This proved by a speech that Andrew Johnson gave: "The bureau comes along and proposes, at a cost of $12,000,000 a year, to take charge of these slaves. You had already spent $3,000,000,000 to set them free and give them a fair opportunity to take care of themselves"

Because the campaign speech was given to Democrats specifically so he would need to appeal to them where as if it was a written document, he would have to appeal to both Democrats and Republicans

Because they "have not asked for the privilege of voting" and because "To force the right of suffrage out of the hands of the white people and into the hands of the blacks is an arbitrary violation of this principle". Those quotes were from Andrew Johnson during a speech in front of Congress.
