Non-creamy layer Certificate (NCL)

Non Creamy layer and Creamy layer Certificates benefit students for Obtaining Certain Government Concessions Like Reduction in their Total annual Fees if Students are Enrolled In Technical Educations Or for a Degree program.

If the total family income is less than 8 lakh per Annum, the family is considered to fall in the non-creamy OBC category. Such families are entitled to a certificate of non-creamy layer.

Difference between a caste certificate and a non-creamy layer certificate?

OBC Creamy layer does not get any benefit. They do not come under the reserved category anymore. They are treated equally to the General category candidate. The difference between the Creamy and Non-creamy layer is based on the Annual income of the Family. If the annual income of the family is more than 4.5lakhs per annum, the candidate.

Who is Eligible for NCl?

Eligibility Criteria

    1. Besides being a citizen of India, the applicant should belong to the OBC category.

    2. Applicant’s parents or any one of the parents must be working under Group C and D of the Central Government.

    3. If the individual works under Group B of the Central Government and if their parents do not have a steady source of income, then they may apply.

    4. Anyone with an income above 8 lakh falls under the Creamy Layer. But earning less than 8 lakh per year makes you come under the Non-Creamy Layer.

    5. If the husband is a Central Government employee, his wife is eligible. It is to be noted that the wife’s parents must not have a steady income source.

  • Permanent resident certificate or any other proof of residency.

  • OBC/MOBC certificate issued by the competent authority.

  • Income certificate of parents from the Circle Officer if they are agriculturists/Income

  • Scan copy of application form

  • The applicant should be a citizen of India.

  • Applicants should carry an OBC/MOBC Certificate which has been issued from the competent authority.

· 1) Property tax receipt

· 2) Proof of caste of a relative

· 3) If proof of father’s caste not available, a relative’s caste certificate and genealogical affidavit with details of relation to the relative

· 4) If applicant migrated from another state/ district, then caste certificate of applicant’s father issued by the competent authority in that state/district

· 5) If married women, proof of caste before marriage, as prescribed in point no 3 proof of marriage--marriage registration certificate and name change notification in gazette

· 6) If the applicant is Muslim (either of the following document may be submitted) aA Investigation report of Tahsildar if his/her father’s caste certificate is not available caste certificate issued by registered Muslim Societies

How can I renew my non-creamy layer?

  • Visit the nearest Maha e Seva Kendra for further queries.

  • For renewal of the certificate, you should go to a stamp vendor in your district or Tahsildar court along with your old OBC certificate. He should give you all the documents needed and after that, you should issue your renewed OBC certificate.
