The Liengnaboune Language and Computer Center or LLCC was established in Lak Sao (Lak Xao/Laxxao) in 2016 by Peter Liengnaboune with the aim of teaching the English language to the local people. The LLCC is located in Lak Sao, Khamkerth District, Bolikhamxay Province Lao PDR, 330 kilometers from the capital city of Vientiane (8 hours by bus) and 34 kilometers from the Vietnamese border.
Peter began the LLCC In 2016, giving free classes beginning with twenty students. In 2018, the center expanded to three classes divided by levels of English teaching approximately sixty students each semester.
After finishing high school in 2010, Peter earned a scholarship to study at the Ho Chi Minh International University in Vietnam (HCM-IU), majoring in rural business and financial development.. After graduating from HCM-IU in 2014, he returned to Laos where he served as a teacher at Savannakhet University in Laos for two years for the department of rural and business development. The classes were taught in English.
While serving as a lecturer at SKU, he encountered many students from his hometown of Lak Sao who found it difficult to study there because they had no prior knowledge of the English language before attending the university. Approximately five hundred students complete high school every year but English is only taught once a week by teachers who have very limited English skills themselves.
The idea was to invite English-speaking volunteers from other countries, and to have the students who finished the course, help the next generation of students by serving as teaching assistants to gain real world teaching experience for their future career and assisting the volunteers. In this way, both the students and teaching assistants would be able to improve their English, be exposed to different English accents, and learn about other cultures.
Understanding the constraints imposed by the limited access of the locals to the English language, and motivated by a desire for local development, in 2016, Peter decided to resign from his position at Savannakhet University and returned to his hometown to create an English language center to help the local community learn the English language.
