Various GAC ban bills predate 2019, but it is the South Dakota State Rep. Deutsch group’s Vulnerable Child Protection Act (VCPA) that has its development sketched in the Elisa Shupe e-mail dump from the spring of 2023 that were part of the first large scale wave. I intend to include a copy of the full text of the model bill later, and may link to selections from the Shupe e-mail dump.
The Vulnerable Child Protection Act was developed largely over the summer of 2019 as partly chronicled in E. Shupe’s e-mail leak of that working group led by South Dakota State Rep. Fred Deutsch. Members of the working group included members of ACPeds, the founders of what was about to form SEGM, lawyers from ADF, and The Eagle Forum, Child and Parental Rights Campaign, and Liberty Counsel among others. Deutsch brought Shupe into its development on 8/7/19 with a draft dated 8/1/19 in development but had mentioned plans to her of a GAC ban bill back on 3/23/19 in Twitter direct messages stating “We are also discussing making it illegal for a physician to practice affirmation therapy on minors.”

Most versions of the VCPA include a definition of sex that is reflective of NIH's Office of Research on Women's Health's definition from 2018 and possibly earlier:
NIH ORWH: "Sex" refers to biological differences between females and males, including chromosomes, sex organs, and endogenous hormonal profiles.
VCPA: "Sex" means the biological state of being female or male based on sex organs, chromosomes, and endogenous hormone profiles.
