• Religious Freedom Restoration Act RFRA (State versions) (1993 - Federal) (1998 - States) - general purpose allowance of discrimination under the aegis of the Free Exercise clause of the First Amendment.  Typically doesn’t directly mention sexual orientation or gender identity or expression

• Defense of Marriage Act (DOMA) (1996)

• First Amendment Defense Act (FADA) (2015) - usually includes an exemption from government penalties for same-sex marriage discrimination.
