Implementation Communities for Peace (C4PEACE)

Executive Order No. 70

On 4 December 2018, President Rodrigo Roa Duterte signed Executive Order No. 70 entitled, “Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating the National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework”

Purpose

1. Prioritize and harmonize delivery of basic services in CTG-affected areas

2. Facilitate societal inclusivity

3. Ensure participation of all sectors

4. Shift the viewpoint from treating local communist armed conflict as purely military and security concern to being more of asymptomatic element of deeply rooted issues: poverty, historical injustice, social inequity, and lack of inclusivity

5. To ensure convergence of efforts at all levels and delivered a unified intervention

Guidelines for the Local Government Units in the Implementation of Executive Order No. 70, S. 2018

Operating Principles

• Use of WNA to address the root cause of LCAC;

• Demonstrate good governance as core value;

• Give major stakeholders-community, CSOs to include the local communist armed groups-the opportunity to take part in ELCAC;

• Focus on issues that are potential or eminent root causes of armed conflict;

• Prioritize reforms;

• Initiate PPAs that empower communities to participate in developing a culture of peace so that everyone has ownership of the process and results;

• The government will safeguard the communities to be protected and developed;

• Incorporate the 12 LOEs in the planning and harmonization of PPAs.
