Results-Based Monitoring and Evaluation

Tracking LGU compliance. Identifying gaps. Guiding action.

The Local Government Monitoring and Evaluation Division (LGMED) of DILG Region X adopts a uniform Results-Based Monitoring and Evaluation (RBME) framework to assess LGU reportorial compliance and audit results for LGMED-led programs, projects, and activities.

About the Framework

The framework provides a consistent process for collecting, validating, analyzing, and reporting data. Results guide technical assistance, management decisions, and follow-through actions to improve LGU compliance and performance.

What We Monitor

• Reportorial compliance: Submission of prescribed reports and requirements.

• Audit performance: Compliance with program standards, indicators, and performance criteria.

• Compliance trends: Improvements and recurring gaps across comparable reporting or audit periods.

• Follow-through actions: Progress on interventions addressing identified gaps.

From Data to Action

1. Collect and validate reports, audit results, and supporting data.

2. Analyze and rank indicators and LGUs to identify priority areas.

3. Plan interventions with specific actions, responsible offices, and timelines.

4. Monitor progress and update actions taken and next steps.

5. Report and disseminate approved findings and recommendations.

Monitoring Tools and Reports

Data Entry List Sheet
Uses the official program, reporting, or audit template as the source of validated data.

Indicator Rankings Sheet
Ranks indicators by compliance rate to identify areas requiring priority action.

LGU Rankings Sheet
Ranks LGUs by compliance rate to identify those needing intervention or technical assistance.

LGU Compliance by Year Sheet
Tracks compliance over time to identify improvements and recurring gaps.

Action and Monitoring Sheet
Records recommended actions, responsible offices, timelines, progress, and next steps.

RBME Summary Report
Presents overall results, key accomplishments, compliance gaps, and recommended interventions.

Priority Levels

Indicators and LGUs are classified according to their compliance rates:

• High Priority: Below 50%

• Moderate Priority: 50% to below 75%

• Monitor: 75% and above

These classifications guide intervention planning and follow-through monitoring.

Roles and Responsibilities

LGMED validates and consolidates data, prepares rankings and compliance trends, and disseminates the approved RBME Summary Report.

Provincial and Highly Urbanized City (HUC) Offices prepare and update the Action and Monitoring Sheet, identify responsible offices and timelines, and submit progress updates to LGMED.
