Capacitating Urban Communities for Peace and Development (CUCPD)

Capacitating Urban Communities for Peace and Development (CUCPD) is a platform for convergence and collaboration among stakeholders in the local level in

championing the drive and improving institutional capacity of LGUs to undertake peacebuilding programs that are development-oriented and context-sensitive to solve the prevailing and emerging issues of the various sectors of society.

Objectives

• Empower LCEs to upscale governance

• collectively champion the cause of sustaining peace and development by bridging leadership

• Enable LGUs to harness all available opportunities to minimize, if not eradicate, the profound feeling of marginalization of the vulnerable sectors

• Enable them to participate in local governance

Sectoral Goals

Youth and Student

(Young leaders advocating inclusive peace and development)

• LGUs must develop and sustain efforts inculcating the true sense of patriotism among the students snad the youth.

• Propagate and develop among the youth a counter ideology anchored on: Maka-Diyos, Maka-Tao, Makabansa, Maka-Kalikasan.

• Suggested Activities:

    • Youth Caravan

Labor Sector

(Increased participation in advancing fair labor practices)

• LGUs must address issues on wages, health benefits, occupational safety and hazards, job security, and other.

• LGUs to institutionalize a tripartite mechanism (worker-mgt-govt) in settling labor issues and disputes in order to counter radical infiltration of private companies.

• Suggested Activities:

Urban Poor Sector

(Improved access to socio-economic services)

• LGUs to address and improve access to government services for urban poor communities through regular conduct of govt service caravans, job fairs, financial literacy and livelihood training programs, among others.

• Suggested Activities:

    • Adopt-a-Barangay for Peace

    • Peace Economy Initiatives

    • Family Development and Values Strengthening Program

    • Inter-faith Dialogue for Peace and Development

    • Establishment of Peace and Development Tables

Women Sector

(Increased participation in decision making)

• LGUs to ensure that the fundamental rights and welfare of women are consistently advocated, specifically their indispensable participation and role in decision-making all in the context of women empowerment and equality.

• Suggested Activities:

  • • Children and Women Peace Consortium

    • Gender, Peace and Security 

    • Women Skills Training Programs

Roals and Responsibilities of LGUs

1. Strengthen existing initiatives of the LGU relevant to creating communities for peace and development;

2. Create inclusive platforms and fully open existing avenues for citizen participation in governance;

3. Empower and capacitate vulnerable sectors to participate in the planning and decision-making processes of the LGU;

4. Determine and establish a facility for fast, flexible, and catalytic funding mobilization imbued with transparency and accountability to support CUCPD;

5. Promote socio-economic development to create better local employment conditions;

6. Support and sustain all peace and development initiatives of the national government.
