The Council for the Welfare of Children (CWC) has officially announced the conferment of the CY 2025 Seal of Child-Friendly Local Governance (SCFLG) to 64 eligible local government units (LGUs) in Region 10, reaffirming Northern Mindanao’s strong commitment to promoting and protecting the rights and welfare of children.
This recognition marks a significant milestone in the region’s ongoing efforts to institutionalize child-friendly governance. It reflects the sustained progress of LGUs in integrating child rights into local development priorities and in creating safe, supportive, and nurturing environments where children can reach their full potential.

CAGAYAN DE ORO CITY, Nov. 18 — In active partnership with the Department of Education, hundreds of students from the city gathered at Balulang National High School on November 18, 2025, for the culmination of the Youth’s Choice program, an initiative designed to spark honest discussions on drug prevention and empower young people to take the lead in promoting a drug-free lifestyle among their peers.
“We want that this engagement program will open more conversations that the youth are willing to participate in… They respond more when we stop talking at them and start talking with them,” said DILG Cagayan de Oro City Director Elaine Depaur, as she gave her message during the Youth’s Choice: A Drug-Free Life Engagement Program.

The Department of the Interior and Local Government (DILG) Region 10 officially launched the “Youth’s Choice: A Drug-Free Life” Engagement Program on October 30, 2025, at the DILG Regional Office 10, Cagayan de Oro City.
The program highlights the vital role of the youth in the government’s anti-illegal drugs campaign by fostering education, awareness, and creativity through various activities including digital poster-making, reel-making contests, and on-the-spot poster-slogan competitions.
The culmination activity is set on November 18, 2025, at Balulang National High School, Cagayan de Oro City where students from select schools across the city will come together to showcase their outputs and strengthen their commitment to a drug-free lifestyle.

CAGAYAN DE ORO, Nov. 11 – As part of the region’s continuing efforts to strengthen coordination and sustain peace and order initiatives, the Regional Peace and Order Council (RPOC) Region 10 convened its 4th Quarter Technical Working Group (TWG) Meeting on November 19, 2025, at the DILG Regional Office in Cagayan de Oro City. The activity brought together regional line agencies, security partners, and member institutions to align priorities and prepare for upcoming council deliberations.
Chaired by DILG 10 Regional Director Bruce A. Colao, CESO V, the meeting opened with a message emphasizing the importance of collaborative action in addressing emerging security concerns and maintaining stability across Northern Mindanao. RD Colao also acknowledged the support of partner agencies whose work continues to strengthen the region’s peace and order landscape.

CAGAYAN DE ORO CITY, November 6–7, 2025 — To evaluate and enhance the performance of Provincial and Highly Urbanized City (HUC) Anti-Drug Abuse Councils (ADACs), the Department of the Interior and Local Government Region 10 (DILG-10) facilitated the CY 2025 ADAC Performance Audit held at the DILG Regional Office-10, this city.
The performance audit aimed to assess the effectiveness of the ADACs in implementing anti-drug programs and initiatives, as well as to identify areas for improvement. The results of the audit will serve as a basis for strengthening local anti-drug efforts and promoting more responsive and sustainable drug prevention and control strategies across the region.

The Department of the Interior and Local Government (DILG) - 10 through Local Government Monitoring and Evaluation Division (LGMED) conducted the C4PEACE (Communities for Peace) Implementation Assessment on October 28, 2025, via Zoom, bringing together Cluster Heads, Program Managers, and C/MLGOOs from the target LGUs of the Retooled Community Support Program (RCSP), and Capacitating Urban Communities for Peace and Development (CUCPD).
The activity served as a venue to evaluate the status of implementation for CY 2021-2025, as well as to present the planned activities for the remaining funds.

To strengthen representation and advance the welfare of vice mayors in Northern Mindanao, the Vice Mayors’ League of the Philippines (VMLP) conducted its Regional Elections on September 29, 2025, at Mallberry Suites Business Hotel, Cagayan de Oro City, where a new set of officers was chosen to lead the league.
The Department of the Interior and Local Government (DILG) Region 10, through Misamis Occidental Provincial Director Pablio L. Benitez Jr., served as COMELEC during the said Regional Elections.
“As you choose the next set of VMLP officers, you are also choosing the kind of leadership that will best represent your values in the broader conversations about governance and development,” PD Benitez said.
After the confirmation of quorum, the election proceeded smoothly, resulting in the unopposed election of the following officials:
• Regional President: Sharon M. Ballangan (Libertad, Misamis Oriental)
• Regional Vice-President: Jocelyn B. Rodriguez (Cagayan de Oro City)
• Regional Secretary General: Alfons Janssen P. Marcera (Bacolod, Lanao del Norte)...

CAGAYAN DE ORO CITY, Sept. 23 – The Regional Peace and Order Council (RPOC) Region 10 convened its 3rd Quarter Full Council Meeting to discuss priority concerns on peace, order, and public safety in Northern Mindanao. The meeting gathered representatives from regional government agencies and local government units, reflecting the strong partnership in addressing security challenges and advancing regional stability.
Presiding over the meeting, MGen Michele B Anayron Jr, Vice Chairperson of RPOC 10 and Commanding General of the 4th Infantry (Diamond) Division, Philippine Army, expressed gratitude for the active participation of the members and underscored the council’s unwavering resolve to carry out its mandate. “While the formal appointment of our RPOC Chairperson is still pending, this Council remains steadfast in fulfilling its mandate of ensuring peace, order, and public safety in our region.Your cooperation and dedication demonstrate our collective resolve to carry on with the crucial work entrusted to us,” he said.
