Planning Background
The site forms part of the wider residential allocation at Newbiggin Hall, the overall allocation identified the sites for the delivery of 300 dwellings under policy NN3 of the Newcastle Core Strategy and Urban Core Plan (2015). The wider NN3 allocation is detailed below with the proposed site comprising the larger of the 3 allocated parcels of land.
The two parcels to the north west of the proposed site, lie outside of Persimmon Homes ownership and have not yet come forward for development.
This residential allocation was subject to independent examination by the Planning Inspectorate as part of the Core Strategy and Urban Core Plan. As part of this examination, the Inspector recognised that there is no direct access to the main road network form this largest of the development parcels, but an access route via Oulton Close and Etal Way, whilst not ideal, appears capable of accommodating the scale of development proposed. Future development of the site has therefore progressed on this basis.
Policy NN3 of the Core Strategy allocates the site for residential development and this alongside wider policies in the Development Plan sets the policy requirements for any future application.
