SUMMARY

In early 2163, a group of refugees from a collapsed shipping company arrived on the Sunrise Isles. Abandoning their mercantile past, they settled on the unoccupied island of Windernola, founding the town of Madsen with hopes of building a thriving port and a democratic society where all voices would be heard.

However, corruption quickly took root, with the government hoarding resources and exploiting its people. A revolution overthrew the corrupt leadership, but in its place, a totalitarian regime emerged. Over a year later, Madsen stabilized and thrived under its new order. Despite the firm grip of authoritarian rule, its people continue to enjoy personal freedoms, having found stability in the system that governs them.
