To confirm completion of requirements to earn articulated credit, the secondary school must complete a CTE Articulated Credit Report. This is utilized to request articulated credit at institutions with agreements in place that are outside of KCTCS. For the KCTCS articulated credit request, complete the credit for prior learning request located on each agreements page where you need to attach the completed “CTE2KCTCS” form provided by your KCTCS locations registrar. Both versions of the form should be completed digitally.
Senate Bill 101 (2020) required the Council on Postsecondary Education (CPE) to facilitate the implementation of a standardized articulation agreement for each approved high school career pathway to be honored at public colleges or universities. The Office of Career and Technical Education (OCTE), CPE, and post-secondary institutions develop Articulated Credit Agreements to benefit Kentucky pathway students.
An introduction and overview of the opportunities for Kentucky high school graduates to earn post-secondary credit, a summary of recordkeeping responsibilities, and best practices for student support were presented during the CTE Leaders Professional Learning Communities (PLCs) September Meeting on Thursday, Sept. 14. Resources provided during this meeting are available at Articulation Agreements Update Session Material.

Describes how SEAs, LEAs, and State VR agencies may coordinate to assist students and youth with disabilities, including students and youth with intellectual disabilities who are in high school and at postsecondary education institutions, through appropriate supports funded under the IDEA (Individuals with Disabilities Education Act) and WIOA (Workforce Innovation and Opportunity Act).
Work Ready Kentucky Scholarship (KRS 164.787) Expanded in 2022
Senate Bill 94 (2022), signed into law on March 29, 2022, expanded eligibility for the Work Ready Kentucky Scholarship Program (click on Work Ready Kentucky Scholarship, then on Eligibility) to include students with intellectual disabilities (ID) enrolled in Comprehensive Transition and Postsecondary Programs (CTPs). The KYGA took similar action to support students with ID in higher education in 2013 and 2016 related to the Kentucky Educational Excellence Scholarships (KEES) Program.
CTPs, created by the Higher Education Opportunity Act of 2008, are programs designed to support students with ID who want to continue their education and better prepare for competitive integrated employment and independent living. These programs have been through an approval process with the U.S. Department of Education and can offer access to federal financial aid.

Employment First (KRS 151B.211-151B.214) Legislation
Senate Bill 104 (2022), signed into law on March 22, 2022, created a policy statement related to competitive integrated employment for Kentuckians with disabilities, and established the Employment First Council. Employment First means that employment in the general workforce should be the first and preferred option for individuals with disabilities receiving assistance from public-funded systems. This action will help to ensure meaningful employment, fair wages, and career advancement for Kentuckians with disabilities.
