The objectives of this policy are :

Problems ?

  1. "We are living in areas filled with blight, bringing a demotivating atmosphere and affecting mental health " -survey

  • Water leaks causes mould and mildew and tiles dislodging

  • Lift malfunction, structural damage, poor maintained facilities and many more uprising issues.

  1. "Inefficient management when it comes to low-cost housing area" -survey

-All time complain in Low/Medium cost livings are :

  • Management has NO money

  • Residents are unwilling to pay maintenance fee

  1. "Lack of transparency and participative democracy in local authorities, often facing bureaucracy instead" -survey

  • Residents not knowing each other, low light of friendly neighborhood

  • Seeking attention of the authority seems to be time consuming and bureaucracy fashioned


Many existing policy papers and Research Papers reviewed, such as Rancangan Fizikal Negara (RFN), the National Low Carbon Cities Masterplan by Kementerian Alam Sekitar & Air (KASA), and local council's plan (Rancangan Tempatan) and state's structure plan (Rancangan Struktur Negeri).

Promoting effective urban planning and governance. The need to strengthen development planning with data collection and analysis, and promoting sustainable & smart city approaches.

Fostering sustainable urban economies. Enhance urban agglomerations and ecosystem by through densification, encourage growth of economic activities in cities, and leverage city competitiveness to attract investment.

Building sustainable urban societies. Improve liveability & inclusiveness by promoting mixed-use developments that blend affordable housing, commercial developments and infrastructure.

CERTIFICATE OF COMPLETION & COMPLIANCE (CCC)

-This certificate is an official recognition that the building is fit for the purpose it was built for, meaning that it has been well-constructed and suitable for occupants to live in.

-Certificate issued after comprehensive review of construction elements such as the foundation work, earthworks, plumbing, drainage, landscaping, street lighting, and fire safety in designated premises.

"SECTOR" participation system

1.IMPROVEMENT IN THE QUALITY OF THE ENVIRONMENT

  • KPKT will work with local authority to form a special unit for Environment & Quality Performance. The main role of this unit is to issue the mandatory certification (same like CCC - we can name it CC (Compliance Certificate) to every JMB/Management every 6 months.

So that, JMB, local authority, developer and builder will work for this accreditation !

  • KPKT will open for more Private Sector role in improving housing development by:

  1. Encouraging "My Adopted Residents" program with incentives provided.

So that, private company , NGO, developer and many will provide their Corporate Social Responsibility (CSR) initiatives on improving livelihood of the low cost residents!

  1. KPKT will open for financial schemes in term or tender/grant for private developers who proposes GO Green project plan.

So that, the grant recipients will compete to develop and remodify the housing area!

2. INTEGRATED DECISION-MAKING

  • Make sure that, every low/medium cost strata living area, form their own Joint Management Body (JMB) or Management Corporation (MC)

So that...the low cost apartments will have proper working channel loh !

  • KPKT must STRENGTHEN the Commissioner of Building Department (COB) and likely in every local authority to be placed directly under Yang Dipertua or Datuk Bandar.

So that structural malfunction orders, water leaks prevention, building inventory check will be fast and cun !

  • Must encourage the JMB formed or MC, to have regular meetups with local State Assembly Person (ADUN) or Member of Parliament (MP)

So that, easy to apply for state or federal fund on development !

3. ITS TIME FOR SUSTAINABLE ENERGY SYSTEM !

This will cut the operation cost for each JMB which will secure them with more fund !

KPKT to work with SEDA (Sustainable Energy Development Authority Malaysia) to :

  • Install Photovoltaic (PV) on roof tops to cut cost electrical bill.

(In Malaysia, under Feed-in Tariff (FiT) scheme, electricity generated by PV can be sold to the grid at leveraged price, compared to the electricity supplied from the grid.

CCTV functions also can be enhanced via

  • Install solar thermal for water heating which also cut costs

(In Malaysia, solar thermal system is mainly used for providing warm water for shower, thus the electricity bills and carbon emissions be reduced) Note: Water Heater pulls power the most in our houses.

  • Waste products of every residents for example in PPR Flat, can be processed as energy resources and profitable products.

Eg; Waste cooking oil can be processed to be sold as biodiesel,lubricants,soaps & etc

(In Malaysia, approx. 3 billion litres of cooking oil are consudemd annually)

Eg; Food waste in every PPR Flat , through anaerobic digestion can be processed to produce 65,520 tonnes methane yearly which is equivalent to 19.3 MW of electricity.

(Food waste accounts for 45-60% of the 33,000 tonnes of solid waste produced daily in Malaysia- SWCorp,2015)

  • KPKT together with cabinet, to provide incentives, tax rebates, subsidies, technology transfer and awareness to encourage Rain Water Harvesting in low cost area -Ahmad Jamaluddin & Adithyan,2000

(KPKT to lead the role together with other Ministries and Agency in enacting legislation in Parliament and provide detailed guidelines)

4. "SECTOR" PARTICIPATION SYSTEM

  • Every Apartment or Flat in certain areas, to be combined in some Networking People’s Hub called “Sectors or Quarters”.

  • Each Sector consists of certain nearby Apartments as members. This Sectors will act as a framework, and as territory (Simply said like ONE Family with children staying apart)

  • KPKT will form Business & Social Unit (BSU), consists of paid volunteers to provide info on gov opportunities, act as complain board & data analysis centre in each Sectors.


  • KPKT will conduct its Exhibitions, Ministry Seminars, Special Meetings, Focus Group Discussions (FGD) in these Sectors, SUPPORTED BY MEDIA via Ministry of Communication, Advertisement Boards, News Articles and Social Medias.

Government meetings held in low cost housing halls will eventually create funding opportunity, tech advice and also access to developmental networks via direct source or third party !
