Why was PLUMA established?
The results of the 2022 PISA assessment revealed a stark reality: Filipino learners continue to struggle significantly in mathematics, reading, and science, performing well below the OECD average. This national concern spurred the Department of Education to strengthen its literacy and numeracy initiatives, including the 3Bs campaign (Hamon: Bawat Bata Bumabasa).
In response, the Schools Division of Kidapawan City conducted division-wide assessments to identify learning gaps and refine instructional strategies. Despite these efforts, data from the 2023–2024 Comprehensive Rapid Literacy Assessment (CRLA) and Rapid Mathematics Assessment (RMA) revealed that many learners in Grades 1–3 remained at the Frustration Level or in need of intensive intervention. Key Stage 1 results showed a continued prevalence of students categorized as Low or Transitioning Readers — signaling an urgent need for deeper, more strategic teacher support.
Recognizing that learner success begins with empowered educators, the Division launched key interventions such as SHAPE and ANGAT to strengthen teaching practices. Building upon these initiatives, the PLUMA was born.
PLUMA — Pedagogical Language, Literacy and Numeracy (L2N) Upliftment Methods Academy — was established as a comprehensive professional development hub to elevate teacher capacity in literacy and numeracy. Through this program, 90 teacher-scholars (45 in literacy and 45 in numeracy) underwent intensive, research-based training designed to improve classroom instruction and ultimately uplift student learning outcomes.
Rooted in the belief that every child deserves a strong educational foundation, PLUMA is not just a program—it is a movement towards transformative education through empowered and well-equipped teachers.
