Why It Matters
The 2022 PISA results revealed that Filipino 15-year-olds significantly lag behind OECD averages in mathematics, reading, and science, prompting the Department of Education to intensify its literacy and numeracy efforts through initiatives like the 3Bs (Hamon: Bawat Bata Bumabasa). In response, the Schools Division of Kidapawan City implemented comprehensive assessments to identify learning gaps and guide instruction.
Despite these efforts, recent data from the 2023–2024 CRLA and RMA show persistent challenges, with a substantial number of learners across Grades 1–6 still under the Frustration Level or requiring full refresher support in reading and math. The latest CRLA results further highlight that a majority of early-grade learners remain in the Low to Transitioning Reader categories, underscoring the urgent need for targeted interventions and continuous teacher support to improve foundational skills and learning outcomes.
To address the fluctuating reading performance and limited teachers’ training in literacy and numeracy, the Schools Division of Kidapawan City implemented several strategic interventions, including the SHAPE and ANGAT programs. These initiatives aim to close learning gaps by enhancing instructional support and providing targeted professional development for teachers.
As a complementary effort, the PLUMA serves as a comprehensive training hub focused on strengthening teachers’ competencies in reading, literacy, and numeracy. Together, these programs are designed to ensure more effective teaching and improved learning outcomes for students across the division.
Milestones
Project PLUMA (Pedagogical Language, Literacy and Numeracy (L2N) Upliftment Methods Academy) is a comprehensive training course to enhance teachers’ literacy, language, numeracy, and reading skills. This program focuses on innovative pedagogical methods to uplift and empower teachers and ensure effective learning outcomes.
TARA BASA! is a joint initiative by the Department of Education (DepEd) and the Department of Social Welfare and Development (DSWD) in the Philippines. It is a comprehensive tutoring program designed to improve the reading skills of elementary students who are struggling or unable to read.
