Senator Truan dedicated and devoted alot of energy to improving higher education in South Texas. During his senate term he was part of a commitee that allocated $241 million in bonds for projects for universities around South Texas. He also authored and was instrumental in the creation of the Minority Doctorial Incentive Program. Senator Truan also played a signficant role in establishing the Irma Lerma Rangel College of Pharmacy in 2006. Furthermore he was a major supporter of the merger of universites in South Texas into the University of Texas and Texas A & M Univeristy system creating more educational opportunites for students.
