I study how the arrangements through which organizations engage external actors shape their capacity to govern. 

My dissertation examines how contract structure in U.S. infrastructure delivery reshapes the organization of authority, innovation, and regulatory enforcement. 

My broader research extends to social enterprise ecosystems, innovation policy, and the philanthropic funding of public agencies, drawing on comparative experience across the U.S. and South Korea.
