HISTORY of CALAOCAN
The historical background of the Barangay, sometimes in the 1930's, people from different sectors, dialects, and places migrated and occupied the nortern an eastern portion of Barangay Patul called the SITIO TALAB, until finally and officially created into a separated barrio called CALAOCAN. Caloocan has been chosento be the name of the Barangay due t the concept that people who transferred and resided in the Barangay were of different Dialects (laok-laok-CALAOCAN). Sometime in 1942, when by VIVA VOCHE, SIMEON FERNANDEZ, was elected as the BARRIO LIUETENANT with two (2) years tenure up to 1944;
In 1944, it was during the Japanese regime, when ARSENIO C. ATIANZAR was elected Barrio Lieutenant. It was also at that time when the first school called La Paz ELEMENTARY SCHOOL was established in the barrio, having three (3) Puroks, in which, BONIFACIO RUIZ, was the first assigned lone teacher which was then under temporarily closed because said school was made out if Indigenious materials and was destroyed as it was evacuation time. The Barrio Lieutenant then continued his service up to 1946:
In 1946, Liberation time, JUAN CASTRO, succeeded as Barrio Lieutenan up to 1948. During that time, CALAOCAN PRIMARY SCHOOL, was re-established and was re-opened with two (2) teachers headed by LEULALIA MICU & MR. FERMIN VELASCO was then the 1st PTA President.
In 1948. FRESCO SOMERA VALLEJO was elected Barrio Lieutenant up to 1950, followed then by JOSE ANGEL up to 1952.
In the middle part of 1952, BRIGIDO APELO was the elected as Barrio Lieutenant, served his two (2) years tenure up to 1954, and was again re-elected for his 2nd term. Calaocan Primary School was then developed. The school was then re-constructed using strong materials and was then renamed as Calaocan Elementary School. It was also that time, January 10, 1956, when the late Presient Ramon Magsaysay issued Proclamation no. 247, declaring some portions of Farm school reservations made open and disposable, and Barangay Calaocan, was among those portions declared, and the 1st Barrio elections was on January 9, 1956.
In the 1956 elections, LADISLAO LAGUISMA SR. was elected Barrio Lieutenant and continued his service up to 1960. In 1960 VENANCIO DOMINGO, was elected as Barrio Lieutenant up 1963. It is at this year when Barrion lieutenant was changed to Barangay Captain, by virtue of Republic Act No. 3590, other known as the REVISE BARRIO CHARTER.
In 1964, ESTEBAN MATEO was then elected as the 11 Barangay Captain and serve for two (2) terms p to 1972. It was during hi term when the Northern portion of Calaocan, which is Purok - 3. was separated and been created as a new Barangay called Ge. Malvar, and in lieu
Thereof, the Western portion became Purok 3 of Calaocan. In 1970, Santiago Vocational and Industrial Schoolwas the established in Caloocan by virtue of Republic Act No. 3922, sponsored by HON. DELFIN C. ALBANO, Congressman of the lone district of Isabela. It was also the term of Barrio Captain Esteban Mateo when the Barangay community center of Caloocan was constructed. In 1972 Barrio Elections, MR. DRIMO S. DE CASTILLO, was then elected as the Barangay Captain. Mr. Ernesto Antonio, Engr. Leocadio Odedoza, Mr. Crispin Sardinia, Mr. Moises Duque, Mr. Ricardo Antipuesto, and Mr. Pedro Apelo were elected as Barangay Councilmen.
Mr. Virgilio Atianzar was then appointed as Barangay Treasurer and Ms. Dinicia Sardinia was appointed as Barangay Decretary, duly succeeded by Mr. Manuel D. Mamavag as Barangay Secretary. In September 1972, Martial Law was declared by President Ferdinand E. Marcos and in 1974, by the virtue of Presential Decree no. 557, Barrio became Barangay. In 1975, Barangay Captain Drimo S. De Castillo took his indefinite leave of absence, and Councilo Emesto Antonio beig the 1st Councilor then acted as the acting Barngay Captain. Elected Barangay Captain re-assumed office in 1979. During his time, there were additional political districts known a purok were being created, street names were derived from philippne hardwood and fruit trees. Additional permanent classrooms were constructed for Elementary school, streets and its drainage were improved, street markers were put up and additional span of the Barangay festivals. Nursery schools in Purok 1 and Purok 4 were also put up.
In 1982 elections, MR.ERNESTO ANTONIO, was officially elected as Barangay Captain, and six (6) councilor elected were: Mr. Manuel E. Mamavag. Engr. Felipe tangonan, Mr. Mauricio Calad, Mr. Ernesto Dusque, mr. Ricardo Antipuesto, and Mr. Vicente Betrolio and laex Antonio became the S.K President. Mr. Virgilio Afianzar as the appointed Barangay treasurer and Maharlito F. Rillon as the barangay Secretary.
The group served their offices until 1989. During their term, Purok 5 and Purok 6 were created into a political district. And Projects of the Barangay ere construction of the Barangay Health Center, Barangay Hall and office of the Barangay Brigades were being connected at the western wing of the Barangay Community Center.
On March 28, 1989, it was the collegial. Seven Kagawad were elected, garnering the highest number of votes will then automatically assume the office of the Barangay Captain. The person who obtained the highest number of votes was MR. ROMUALDO BALLAD, who then aotmatically assumed the office of the Brangay Captain. Among his Kagawad were, MR. MANUEL D. MAMAUAG, MR. RODOLFO DE GUMAN, MR. ELPIDIO CARDENAS, MR. ERNESTO DUQUE, MR. DIONICIO TUAZON and MRS. CLAVEL GUIEB. Mr. Reynaldo Austria was then appointed as the Barangay Treasurer duly succeeded by Mr. Maximo Villaflores and the Barangay secretary was Mr. Maharlito F. Rillon duly succeeded by Mr. Erlito Viernes and Ms. Geraldine Agpalo was the S.
President during their term, Atty. Antonio M. abaya was then 4th district of Isabela Representative (congressman). He then funded from his CDF the renovation and construction of much bigger modern Barangay Community Center of the Barangay, waiting shed were also constructed and concreting of Magsaysay Street and the Provincial road from National Highway up to Public Cemetery took part/begu. Old materials from the old Community Center were made use to construct two (2) small building duly funded by the Barangay Coincil. One of which in the Barangay Community Center. Street lights mad eod G.l pipes were being installed.
On May 1997, MR. MANUEL E. MAMAUAG, was again re-elected as Barangay Chairman, with an extended tenure of five (5) years up to 2991, together with him were elected Barangay Councillors/Kagawadnamely: MR. ALFREDO P. APELO, MR. PERCIVAL CARDENAS, MR. VICTOR PANGANIBAN, MR. MAHARLITO F. RILLOM. MR. RUFINO BAYAUA, MRS. CLAVEL GUIEB, MR. ROLANDO V. ANTONIO, AND MS. MARY JANE S. MARIANO as S.K Chairman elect. MR. REYNALDO I. AUSTRIA as the appointed Barangay Treasurer and MR. EUGENE F. De CASTILLO as the appointed Barangay Secretary duly succeeded by Goliver Verosil on 1999. On January of 2000, Mr. Eugene F. de Castillo, took over the position of Mr. Gorivel Verosila Barangay Council, they filled a Resolution requesting the Office of Hon. Senator aHeherson T. Alvarez, for the concreting of various Barangay Street, chargeable against the CDF of the Senator. In 1997, the request were being granted among these streets were Mulawin Street (continuation), portion of Molave and Dau Street, Tanguile and Ipil-pil Street, Apitong and portion of Acacia Street, all located at Purok 1 and Purok 3. Calaocan, Santiago City in pursuit to progress, the Barangay Council during the incumbency of Hon. Ameilta S. Navarro then the acting City Myor in 1977, portion of Narra road and Lanzones street and its open canal were being concreted and constructed. In the early part of 1999, hon. Joel G. Miranda who was then elected as City Mayor portion of Dau, Sampaloc and Camachile Street were concreted. Also the construction of the new Barangay hall started and has been continued by Ho. Amelita S. Navarro then the City mayor of Santiago City by operation of law.
On October 2007, Mr. Maharlito F. Rillon, was then elected as the Punong Brangay, he was also elected as the Liga ng mga Barangay secretary, Santiago City Chapter, Elected Barangay Kagawad were: MR. REYNALDO I. AUSTRIA, MR. CARLOS D. BATAC, MRS. VIRGINIA D. GARCIA, MR. RANDY A. MAMAUAG, MS. SAIDA JUVY PASAMIC, MRS. MARY JANE M. SANTOS, MR. ROLANDO ANTONIO AND MR. CLIFFORD MANALIGOD as S.K. Chairman. Appointed to as Barangay treasurer was Mrs. Eveleyn Galot and the Barangay secretary was Mr. Eugene F. De Castillo. On November 2010 Hon. Maharlito F. Rillon, was then re-elected as punong Barangay. he was also elected as Board of Director of the Liga ng mga Barangay, Santiago City Chapter. Also, the re-elcted kagawad; HON. REYNALDO I. AUSTRIA, and HON. RANDY A. MAMAUAG.The newly elected Kagawad were HON. ALFREDO P. APELO, HON. PERCIVAL D. CARDENAS, HON. PERLA M. MANALIGOD, HON. QUINTIN J. ROMERO andHON MELCHOR O. ALMOREDA. The elected Sangguniang Kabataan Chairman was Ms. Julienne Chrystene G. Retamal. Appointed as Barangay treasure was Mrs. Leonida T. Enriquez and r. Eugene F. De Castillo was re-appointed as Barangay Secretary and was also elected as President of the League of Barangay Secretaries, Santiago City Chapter
On October 2013, Hon. Carlos D. Batac Sr. was then elected as Punong Barangay. He assumes the office on December 2013. The re-elected kagawad were Hon. Quintin J. Romero, Hon. Perla M. Manaligod, Hon. Alfredo D. Apelo, Hon. Melchor O. Almoreda, Hon. Ranndy A. Mamauag. The newly elected kagawad were Hon. Al-Robert M. Villaluz and Hon. Virginia D. Garcia. Appointed to Barangay Treasurer was Mr. Baltazar T. Andres and Barangay Secretary was Mr. Teodoro S. Galot. Barangay Secretary was also elected as the Auditor of the League of Barangay Secretaries, Santiago City Chapter.
On October 2016, His Exellency President Rodrigo R. Duterte declares the postponement of Barangay Election.
