If applicable, an Updated Certification Plan must be submitted to Office of Commonwealth Libraries every year with the annual report, or any time that a librarian needs to revise their originally submitted certification extension request.
Per the Pennsylvania Library Code, all public libraries that receive state aid are required to meet various standards related to hours open, collection, staffing, and services. As of 2020, all requests for waivers must be submitted electronically according to the following instructions:
A Request for a Waiver of Standards section has been added to the Plan for State Aid found on LibPAS at pa.countingopinions.com. This section must be completed if you are requesting a waiver of standards.
In addition to completing the above section, you are required to submit a Board Resolution for the Waiver of Standards.
The Board Resolution for the Waiver of Standards is located in the LibPAS instruction section and included below. It must be saved to your desktop to keep its fill-in properties. This can be done by right clicking the document and saving to your desktop.
The Board Resolution for the Waiver of Standards is to be submitted to the ra-stateaid@pa.gov as a pdf as well as to the District Consultant.
