Educational reform efforts are successful when a moral imperative for change exists. Three of the values outlined in the Florida State Board of Education Strategic Plan indicate that, in the state of Florida, we believe all children can learn, we should close achievement gaps, and we should act with urgency. These values, along with the foundational beliefs, contribute to the consensus educators need to implement an MTSS effectively.
