No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.
No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing its inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Control of the Congress.
No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
Ningún Estado podrá celebrar Tratados, Alianzas o Confederaciones; otorgar Cartas de Orden y Represalia; Moneda; emitir Letras de Crédito; convertir en Moneda de Curso Legal para el Pago de Deudas cualquier Otra Cosa que no sea Moneda de Oro y Plata; aprobar Cartas de Prosecución, Leyes ex post facto o Leyes que menoscaben la Obligación de los Contratos, ni otorgar Título Nobiliario alguno.
Ningún Estado podrá, sin el Consentimiento del Congreso, imponer Gravámenes o Impuestos a las Importaciones o Exportaciones, salvo lo que sea absolutamente necesario para la ejecución de sus Leyes de inspección; y el Producto neto de todos los Gravámenes e Impuestos que imponga cualquier Estado a las Importaciones o Exportaciones, se destinará al Tesoro de los Estados Unidos; y todas estas Leyes estarán sujetas a la Revisión y Control del Congreso.
Ningún Estado podrá, sin el Consentimiento del Congreso, imponer Derechos de Arqueo, mantener Tropas o Buques de Guerra en tiempos de Paz, celebrar Acuerdos o Pactos con otro Estado o con una Potencia extranjera, ni entrar en Guerra, a menos que haya sido realmente invadido o se encuentre en un Peligro tan inminente que no admita demora.
