They are made of different materials and undergo different manufacturing processes.
Porcelain is harder, stronger, more water resistant and scratch resistant.
Ceramic is more suited for walls due to it's weaker nature.

Floor tiles can undergo heavy foot traffic, so need to be more robust, waterproof, scratch resistant and fade resistant.

Wall tiles are thinner and tend to be more decorative.

Thick and heavy floor tiles may also be used on walls with a strong adhesive, but not vice versa.
