and the terms may need to be understood in different contexts, the terms “violent extremism” and “insurgency” must be defined and guided by U.S. foreign policy. “Violent extremism refers to advocating, engaging in, preparing, or otherwise supporting ideologically motivated or justified violence to further social, economic and political objectives” (USAID 2). Insurgency is the structured employment of subversion and violence to take, extinguish or challenge political control of a region.
