計畫摘要
2021年「百年大旱」凸顯了台灣缺水的趨勢,過程中我們看到水的基礎設施和自 然的緊張互動。但對於基礎設施對水消費的影響、水消費和不同層次環境的關係、水的政治都值得進一步的研究,以認識日常生活在永續轉型中的位置。本計畫一方 面探究基礎設施和政治如何形塑水的消費,另方面則探索日常生活如何與社區、國 家到全球的不同尺度環境互動。利用台中停水的經驗,本研究設計三個策略。首先,計畫將用多種二手資料爬梳台灣水供應系統和消費型態如何應對環境變遷。接著,本計畫比較三個社區的用水不平等,包括大樓社區、郊區的管線末端社區,山區 的無自來水社區的停水經驗。最後,本計畫將以乾淨水行動聯盟的案例,探討政治 如何改變基礎設施、中介水經濟和環境變遷。本研究預期發展新的理論架構,凸顯 社會物質系統和環境互動對日常生活的影響,並以台灣的經驗與國際研究社群對話。
Abstract
The most severe drought in a hundred years in Taiwan revealed specific interactions between infrastructures and nature. This project further explores water consumption in such interactions, analysing how infrastructures and politics shape consumption inequalities on the one hand, and conceptualizes different levels of consumption-nature interactions on the other. It utilizes the two-month water outage in 2021 in Taichung and develop a three-part research design. First, official records and news coverage will be analysed to map the developments of water provision system. Second, a comparison is designed to distinguish water outage experiences in an urban high rise, a rural community at the periphery of tap provision, and a mountain village without tap water. Third, a case study of drinking water contestation will be used to explore the role of politics in infrastructure, inequalities of consumption and environmental changes. The project aims to conceptualise the role of socio-material systems and society-environmental interaction in everyday life and use Taiwan experiences to engage with international debates about sustainable transition.
本研究強調,科博館不僅是展覽科學知識的場所,更是促進社會互動、增強社會韌性的重要平台。
首先,科博館通過展覽和活動連結不同社群,為公眾提供學習、交流的機會,並試圖促進公民參與及社會凝聚力。作為國家支持的「硬體」設施,科博館承載著教育與文化傳播的使命,同時在促進社會連結及消弭社會隔閡方面發揮了不可忽視的作用。
接下來,本計畫分為兩階段,透過量化與質性分析,深入探討科博館如何成為社會性基礎設施。第一階段將調查參與者的背景、社會關係及館內經驗,分析這些經驗如何影響其生活及社會聯繫。第二階段則重點觀察科博館對於周遭社區的影響,特別是其在日常生活與文化地景中的作用。
總結來說,科博館的社會價值超越傳統的教育功能,通過其作為社會性基礎設施的地位,促進了社會互動與公民參與,並為台灣社會應對當代挑戰提供了潛在的解決方案。

First, National Museum of Natural Science connects different communities through exhibitions and activities, providing the public with opportunities for learning and exchange while aiming to promote civic participation and social cohesion. As a state-supported 'infrastructure,' the museum carries the mission of education and cultural dissemination, while also playing a crucial role in strengthening social ties and bridging societal divides.
Next, the project is divided into two phases, utilizing both quantitative and qualitative analyses to explore how the museum serves as a social infrastructure. The first phase will examine participants' backgrounds, social relationships, and museum experiences to analyze how these experiences influence their lives and social connections. The second phase will focus on the museum's impact on the surrounding community, particularly its role in daily life and cultural landscapes.
In conclusion, the museum's social value extends beyond its traditional educational function. Through its position as a social infrastructure, it promotes social interaction and civic engagement, offering potential solutions to contemporary challenges in Taiwanese society.
