The Elements of Style by William Strunk, 1918. This book has been a staple of proper American writing for a century. It's dry, but the information is good.
How to Write With Style by Kurt Vonnegut, 1981. This short article contains eight rules for elegant writing.
Purdue Online Writing Lab. This website is targeted at university students, but high school students can learn from it, too. Don't mind the sections on job searching and graduate writing.
