The Human Rights Council of Oceanside (HRCO) is a grassroots collective powered by neighbors who show up for one another. We are not a nonprofit, legal service, or licensed provider. We are a volunteer-run community organization rooted in protection, presence, and care.
We organize to protect our people and abolish the systems that harm them. We believe in self-determination, not borders. We fight for communities free from ICE, police, war, and displacement. We center care, dignity, and survival for undocumented families, youth, queer and two-spirit people, mujeres, and all those targeted by violence.
You can support the work of HRCO in the way that feels most real to you. Some people join a committee. Others help with one-time needs. Some choose to donate. All forms of care are needed and valued.
Joining a committee: Committees include Community Patrol, Sanctuary City, Tenant Rights, Cultural Events, Education Justice, and more. These are ongoing circles where people organize together.
Supporting in other ways: You can help by offering a ride, bringing a meal, providing interpretation, sharing tech skills, or being present for someone who is afraid.

At HRCO, we believe safety comes from strong relationships. Below are some of the coalitions we are actively part of, and community organizations we trust, collaborate with, or uplift in our work. This list is shared to be transparent, accountable, and to help others understand who we are in community with.
Alianza Comunitaria Team (ACT): We support confirm alerts and rapid response when possible
Community Self-Defense Coalition North County San Diego (CSDC NCSD): We coordinate with grassroots and community groups to prepare for immigration enforcement across the region. Current members include: Unión del Barrio, PSL San Diego, Armadillos, and El Comité de Derechos Humanos de Vista
Sowing Seeds of Dignity Oceanside (SSDO): Coalition of community members and organizations in Oceanside advancing dignity and safety through city-level protections, with immigration at the center and including queer, trans, and healthcare justice
Alianza Comunitaria: Rapid response and community defense rooted in migrant dignity
Unión del Barrio: Chicanx/Mexicanx anti-imperialist organization
AFSC (American Friends Service Committee): Longstanding faith-rooted social justice work including detention support
North County LGBTQ Resource Center: Advocacy and support for LGBTQ+ people in North County, including immigrant communities
ARE (Asociación de Raza Educators): Collective of educators committed to racial justice, student empowerment, and community-based education
MEChA de CSUSM & MEChA de MiraCosta: Student-led organizations advancing Chicanx and Latinx empowerment, higher education access, and cultural pride
