Attorney’s Report: Mr. Skidmore reported that there were 11 complaint decision letters completed since the last meeting, and that the number of complaints filed has lowered substantially.

Skidmore presented two complaint case reviews. Robin Lazaro, RVT, explained the complaint process and read the details of the first complaint. There was an open discussion with the board and the public on their opinions of if the DVM engaged in incompetency. Ms. Lazaro explained Committee 10’s final ruling and reason for the ruling. Allen Cannedy, DVM read the details of the second complaint for discussion, and the final ruling and reason for the ruling.
Dr. Holland stated that Committee 13 will replace Committee 12 consisting of Edward Faulkner, DVM (Chairman), Andrea Gentry- Apple, DVM and Tim Gold.
Attorney’s Report: Board Attorney Matthew Skidmore announced that all board members are compliant with their ethics training. Mr. Skidmore reported that there were 9 complaint decision letters completed since the last meeting, but the number of complaints filed since the last meeting has risen substantially.
There was a suggestion to discuss how to streamline the complaint process due to the increase.
Attorney’s Report: Board Attorney Matthew Skidmore stated that the number of complaint cases continue to rise. A total of 33 closing letters were completed this month and a total of 67 have been completed since the last two Board meetings. Mr. Skidmore stated that he will continue to assist the Board with suggestions on how to streamline the complaint process due to the increase. He also stated the investigative committees are doing an excellent job with having good discussions plus research to provide appropriate decisions in complaint rulings.
Attorney’s Report: Board Attorney, Matthew Skidmore stated that the number of complaint cases continue to rise. A total of 33 closing letters were completed this month and close to 100 cases have been reviewed so far this year with that number being more than ever before. Mr. Skidmore stated that he and Executive Director, Keith West, will have a discussion of hiring an investigator to review cases before they are sent to their assigned committee to determine if there is enough evidence to justify the case moving forward.
Executive Director, Keith West will begin the process of hiring a part time investigator to review complaint information and determine if a complaint should move forward.

At 9:36 a.m., pursuant to G.S. § 143.318.11 (a)(3) and (6), a motion was made to go into closed session by Edward Faulkner, DVM and seconded by, Michael Martin, DVM to discuss reinstating an inactive veterinarian, personnel recommendations, a consent order recommendation, and litigation in Case No. 25CV001172-910 pending in Wake County Superior Court with the Board’s attorney against a chiropractic case. The motion was approved unanimously.

Allen Cannedy, DVM and Board Attorney Mathew Skidmore began the discussion of complaint 2024026-11 where a Letter of Caution was issued based on insufficient medical records. However, Mr. Skidmore reported, and the committee agreed, that the deficiencies cited in the medical records, which formed the basis for the Letter of Caution, were contained in records not created by the DVM to whom the Letter of Caution was issued.
Therefore, Edward Faulkner, DVM made a motion to rescind the Letter of Caution ruling and issue a No Probable Cause/ Dismissal. Robin Lazaro, RVT, seconded the motion. The change was approved unanimously. Mr. Skidmore will re-issue the letter.
(There is no mention that a letter of caution was issued to the correct doctor)

Deputy Director Keith West reported the Legislative Committee has begun the Periodic Review of existing rules. T
Attorney’s Report:…Mr. Skidmore also reported he is currently working with the Legislative Committee on boarding kennels and facility permits.
President’s Report: Azure Holland, DVM announced that this would be the last board meeting that Executive Director Tod Schadler, DVM would be attending due to his upcoming retirement.

Board attorney, Matthew Skidmore, further defined the Declaratory Ruling Request and what happens if accepted. He explained that it allows the Board to make a determination of a rule within 60 days. … certified vaccinators be allowed to provide Bordetella, parvovirus, distemper and FVRCP vaccines within shelters as a result of the storm.
Attorney’s Report: Mr. Skidmore reported that there has been a substantial uptick in the number of complaints being filed. There were 25 complaint decision letters completed since the last meeting, and currently working on 31 letters. Mr. Skidmore announced that he will meet with Executive Director Keith West to discuss ways to make things easier for the committees based on the increased number of cases, and make recommendations to the Executive committee to maintain the quality of complaint reviews and process.

MAJOR CHANGE IN PUBLIC RECORD KEEPING - Starting with the March 2, 2023 board meeting minutes, the name of the accused vet and the name of their client(s) is no longer listed in the board minutes beside the case number. There is no longer a public record of accused, but dismissed. This reduces public accountability and transparency. Complaints with no discipline simply disappear from the record.
The public cannot monitor if a doctor/facility has recieved multiple dismissed compliants, indicating a possible problem with hospital negligence, corporate negligence, or systemic failures, that when taken together, indicate a problem.
The board claims “When requesting disciplinary information, the request must pertain to an individual and not a veterinary practice facility. The Board does not take complaints against veterinary practice facilities; complaints are against individuals. This assures that an individual cannot clear their record by moving to another veterinary practice.” ( https://www.ncvmb.org/professional.php?section=requests )

Executive Director’s Report: Tod J. Schadler, He stated the Board received a civil monetary penalty check in the amount of $10,000 from a 2021 case.
Facility Inspection Report: There were 4 serious violations issued. Deputy Director West mentioned Controlled Substance compliance is an issue at a majority of facilities and is frequently cited as violations at inspections.
Attorney’s Report: Mr. Skidmore reported that 15 disposition letters were completed and there were currently 14 in the new batch. Mr. Skidmore discussed an email he distributed on February 9, 2023 regarding Board Meetings held remotely. Mr. Skidmore advised that given the expiration of the state of emergency, only Board members physically present at Board meetings held in person should be counted towards the quorum requirements. He stated that special statutes were put in place during the Covid pandemic, while North Carolina was in a state of emergency, to allow meetings to be held remotely. Mr. Skidmore stated the North Carolina state of emergency expired in August of 2022. Mr. Skidmore also stated he sent emails to those Board members who need to complete the ethics training required by the State Ethics Commissions. He advised members to update their Statements of Economic Interest ("SEI") by April 15, 2023.

The inspectors will continue to call facilities ahead of time due to COVID. Dr. Wright stated some of the positives for calling ahead: takes the stress out of visits, there are more questions asked during visits, and more interactions between the inspectors and practitioners. Deputy Director Keith West is working on streamlining the inspection process.
Attorney’s Report: Mr. Skidmore stated that, though Dr. Bull reads the Ethics Statement at each board meeting, board members need to file their Statement of Economic Interest by April 15th to be in compliance. Ethics commission requires that Ethics training be completed every two years. He will send an email reminder. Committee 9’s injunction against Dr. Stevenson was implemented.
Nomination Committee Report: Dr. Bull recommended positions from the nomination committee to be Dr. Holland as President, Dr. Cannedy as Vice President, and Mrs. Lazaro as the Secretary/Treasurer. All board members voted in favor of the recommendations.
Position Statement: Definition of “Specialist” Dr. Schadler discussed position statements, definition of a “specialist”, and information from the AVMA. He stated that there have been complaints about Veterinarians at facilities who were listed as a “specialist” without being Board certified. He also stated that there should be clarification of the definition of “specialist” as it can be misleading to the public. Dr. Komich made a motion to approve the definition of “specialist” and Mrs. Lazaro seconded the motion. The motion passed unanimously.
President’s Report: Dr. Bull stated that the AAVSB named Dr. Schadler as an interim to their Board of Directors. Dr. Bull stated that this will be Dr. Dean’s last meeting but he is still active until the Governor appoints his replacement. She thanked him for his service, time, and accomplishments over the past 10 years.

President’s Report: Dr. Holland stated the Committees for 2022- 2023. Committee 8 will stay the same. Committee 9 will change to Committee 10. Committee 10 will be Robin Lazaro, RVT as Chairman, Dr. Komich, and Dr. Martin. Chiropractic Committee will be Dr. Cannedy as Chairman, Robin Lazaro, RVT and Tim Gold. Personnel Committee will be Dr. Komich as Chairman, and Dr. Holland. Budget and Finance Committee will be Dr. Bull as Chairman, Dr. Komich, and Dr. Schadler. The legislative committee will stay the same.
Deputy Director Keith West reported that there have been 141 inspections since the last meeting. Dr. McFetridge performed 23 inspections, Dr. Jeffer performed 32 inspections, Dr. Peer performed 39 inspections, and Dr. Wright performed 47 inspections. Serious violation numbers have gone down.

State Veterinarian’s Report: Dr. Meckes gave an update on the new diagnostic lab. The name of the lab will be Steven Troxler Agriculture Sciences Center and will be fully operational the end of June 2021.
Dr. Meckes will be retiring the end of July 2021 and Joe Reardon, who has served the North Carolina Department of Agriculture & Consumer Services for more than 28 years is retiring the end of June 2021.
Nomination Committee: The nomination committee recommend the following: Dr. Bull for President, Dr. Holland for Vice President, and Mrs. Newman for Secretary/Treasurer. The nomination was opened up to everyone and no one came forward. A motion was made to accept the recommendation of the nomination committee by Dr. Komich, seconded by Dr. Cannedy. It was approved.
Chiropractic Medicine Committee Report: This committee consists of Mrs. Lazaro, chair; Dr. Holland, and Dr. Cannedy. An overview of past events was given concerning violations and investigations. It was determined that the scope of the Veterinary Board is to protect both the public and animals without reference or indication of any economic effects of the veterinarians and their businesses.
Mrs. Lazaro reported on the research their committee has done. “Allied medical support” (a licensed dentist, physician, chiropractor, or physical therapist) may assist a licensed veterinarian to the extent to which the law that governs the individual providing the support permits…
Chief Inspector’s Report: Keith West reported for Dr. Joseph Wright, Chief Inspector. He reported there have been 126 inspections …. There were four serious violation letters sent.
He reported on the HB 770 the Freedom to Work/Occupational Licensing Board Reform bill.
At 12:06 p.m. Mrs. Newman made a motion to go into closed session pursuant to GS § 143-318.11(a)(3) to consult with the board attorney on issues concerning Dr. Dennis K. Johnson, seconded by Mrs. Lazaro. At 12:24 p.m. the Board returned from closed session and resumed regular meeting. Mrs. Newman, seconded by Mrs. Lazaro, motioned that the Board considered a letter from the attorney of Dr. Dennis K. Johnson, and after consideration, directed the Executive Director and Board Attorney to draft a response to Dr. Johnson’s attorney.
Mrs. Lazaro made a motion to accept the Veterinary Telemedicine rule as the public comment period has ended, seconded by Mrs. Newman. Following this motion was a discussion.

Dr. Dean made a motion to retain Mr. Matthew Skidmore as legal counsel for the Board, seconded by Dr. Holland. Motion approved. Mr. Skidmore will begin on September 1, 2021.
Dr. Meckes joined the meeting at 12:56 p.m. and introduced Dr. Michael Martin, who will be the new State Veterinarian, starting August 1, 2021.
At 5:30 p.m., Secretary/Treasurer, Mrs. Robin Lazaro, called to order the meeting of the North Carolina Veterinary Medical Board.
Announcements made on behalf of Dr. Bull in her absence: Mrs. Lazaro is the Secretary/Treasurer and on the Executive Committee; Dr. Cannedy is on Committee 8 which replaces Committee 1; Dr. Dean is on the Legislative Committee; and Mr. Tim Gold will be the new public member on the Board.
A motion to approve the recommended corrections by the Rules Review Commission for rule for 21 NCAC 66.0211, Veterinary Telemedicine, was made by Dr. Komich and seconded by Dr. Dean.
Discussion and comments followed. There were some concerns about veterinary-client-patient-relationship (VCPR) of out-of-state veterinarians.
Legislative Committee: Keith West, Assistant to the Executive Director, reported on the proposed rules for Veterinary Telemedicine. Rules Review Commission approved the rule 21 NCAC 66.0211 Veterinary Telemedicine on August 19, 2021. This rule became effective on September 1, 2021.
The proposed Practice Facility Permit is still being worked on with
changes based on recommendations from Ms. Reeder.
House Bill 911 - Regulatory Reform 2.0, the proposed amendment to clarify NCVMB authority to issue certain civil penalties section 11.(a) G.S.90-187.8 – to add “or a veterinary facility permittee”.
Senate Bill 651- Amend the Veterinary Practice Act. Add Veterinary
Consulting definition and remove “Preceptee” throughout the NC Practice
Act. Mr. West will provide information on status of bill when it occurs.
Dr. Joseph Wright, Chief Inspector reported there have been 130 inspections since the last meeting. Inspectors are still calling facilities before they come for inspections. There were ten serious violation letters sent, building issues, incomplete drug logs, unsecured drugs, etc.
Attorney’s Report: Mr. Hearn reported he has written 55 closing letters since January 2021. Mr. Hearn requested that the State Ethics Commission letters for the two new Board Members, Dr. Michael Martin and Mr. Timothy Gold, be read into the minutes. Mr. Matthew Skidmore will start working as the new attorney with NCVMB on Monday, September 13, 2021.
The AAVSB meeting this year will be September 30-October 2, 2021 in Denver, Colorado. Dr. Bull, Dr. Holland, and Dr. Schadler will attend and costs will be covered by the AAVSB. Dr. Komich, Dr. Cannedy, Mr. Skidmore, Ms. Sarah Swartout, and Mr. Keith West will attend and costs will be covered by the Board.
At 9:353 a.m. Mrs. Lazaro made a motion to go into closed session with the Board Attorney pursuant to GS § 143-318.11(a)(3) for resolution recommendation for a complaint, seconded by Dr. Holland. Motion approved unanimously.

A motion was made by Mrs. Lazaro to accept the Agreement to terminate licensure of Dr. Paula Bullock, also known as Paula Bullock Beemis, and to authorize Dr. Bull to sign. Dr. Komich seconded this motion and it was approved unanimously. Pursuant to the Agreement, the following complaints 2016021-1; 2018001-1; 2018027-1 will be dismissed.
Registered Veterinary Technician Legislation: Robin Lazaro, RVT now has a task force in place to research and collect data from all states concerning statutes and rules for assistants versus registered veterinary technicians. Dr. Bull recommended that Dr. Holland and Dr. Schadler be on this task force.
Legislative Committee – Facility Permit: NCVMA Attorney Jon Carr reviewed several concerns of the Association regarding the proposed rule. His presentation included discussion and questions from Board members.
Legislative Committee – Telehealth: Jon Carr also voiced NCVMA’s concerns about certain parts of the proposed telehealth rule. A discussion followed about NCVMA’s suggested changes.
The “Online Complaint” process is to start January 21, 2020. The Board will have to monitor more closely the validity of the complaints submitted. Dr. Shults is still waiting for a response to her complaints she has submitted to the Chiropractic Board. The Chiropractic Board’s next meeting is on January 24, 2020. Dr. Schadler suggested posting facility inspections online. The Board agreed.
The Executive Committee received a request for a clearer definition of duties that a registered veterinary technician can perform as compared to permissible tasks by an assistant or employee. Dr. Schadler has requested that the Board develop a position statement
The Board discussed concerns and issues about inspection of certain boarding facilities, and whether those inspections should be done by the Board or the Animal Welfare Division of the N.C. Department of Agriculture & Consumer Services (NCDA&CS).
This meeting was held at the North Carolina State University-College of Veterinary Medicine (NCSU-CVM) in Raleigh, North Carolina.
Legislative Committee – Facility Permit and Telehealth: Dr. Shultz presented the NCVMA’s objections to the latest drafts. A discussion followed in which the concerns were clarified.
Registered Veterinary Technician Statue and Rules: Robin Lazaro, RVT, along with Dr. Holland, Dr. Schadler and six other Registered Veterinary Technicians, have been working on improving the language in the Practice Act and Board rules regulating registered veterinary technicians.
Chief Inspector’s Report: Dr. David Marshall, Chief Inspector, reported that 145 facilities were inspected since January 16, 2020 with 11 serious violation letters sent out.
Dr. Schadler asked the Board to require that complaints must be filed within three years in order to be in line with the Board rule requiring that medical records be retained for three years. .… A complainant may petition the Board to allow a complaint to be filled beyond the three-year deadline if they can prove extenuating circumstances.
The Board was asked to look over questions pertaining to arrests and convictions on the veterinary application and renewal. Dr. Schadler and Mr. Hearn will work on this and the suggestions from the Board.

Chief Inspector’s Report: Dr. David Marshall, Chief Inspector, reported that due to the shutdown of most inspections, there were only 32 inspections done since the last Board meeting. Discussion was held about when to restart inspections. June 1, 2020 is a tentative date.
Executive Director’s Report: The “Online Complaint” process is going smoothly. There are more complaints being filed through this method. Dr. Schadler congratulated the staff for working remotely successfully and to the Board for all the virtual meetings going smoothly.
Chief Inspector’s Report: Dr. David Marshall, Chief Inspector, reported that inspections resumed on May 20, 2020. inspected 69 facilities; Four serious violations letters were issued during this time.
A Zoom meeting is scheduled with the Chiropractic Board and our Executive Committee on Thursday, July 16, 2020. The yearly audit will begin the end of July 2020.
Dr. Bull introduced and welcomed new Board member, Dr. Allen Cannedy. He is the Chief Diversity officer at North Carolina State University, College of Veterinary Medicine and is also the owner of Small Ruminant & Camelid Mobile Vet Service. Dr. Kim Gemeinhardt’s service on the Board has ended after 10 years. Dr. Bull presented her with a clock as a gift from the Board for her service.
Dr. Shults’ complaint to the Chiropractic Board resulted in a letter of caution for that chiropractor who was the subject of her complaint.
Chief Inspector’s Report: Dr. Joseph Wright, Chief Inspector, reported there have been 204 inspections since the last meeting. Five serious violations letters were issued during this time.
Legislative Committee: Keith West, Assistant to the Executive Director, reported that the Board will be submitting proposals to the Office of Administrative Hearings for administrative rules concerning Veterinary Telemedicine and for amending the rule entitled, Petition for Inactive Status, to include “registrants”. In February 2021 the Board will seek legislative sponsorship and approval of a bill to change G.S. § 90-87.10(6) on theriogenolgy. The proposed change is: “Any person from providing for or assisting in the practice of artificial insemination” to: “Any person from providing for or assisting in the practice of artificial insemination in food and fiber animals.”
Attorney’s Report: Mr. Hearn reported that Gov. Cooper has sued the Rules Review Commission. He will keep the Board informed of any developments.
Emergency Meeting
In response to the current COVID-19 Pandemic, the NCVMB is continuing to suspend the requirement that only 10 hours of CE may be obtained via online learning for 2021. A motion that Veterinarians and Registered Veterinary Technicians may obtain their CE completely online/virtually (both interactive and noninteractive) if necessary, to complete their requirement for 2021 was made by Dr. Holland and seconded by Dr. Dean. The motion was approved unanimously.
The AVMA Model Practice Act has an exemption for “any licensed individual of a licensed or regulated profession within the State who is providing assistance requested by a veterinarian licensed in the State, acting with consent from the client, and acting under the supervision of the licensed veterinarian. The licensed veterinarian shall maintain responsibility for the veterinarian-client-patient relationship.”
Chief Inspector’s Report: Dr. Joseph Wright, Chief Inspector, reported there have been 216 inspections since the last meeting. Only two serious violations letters were issued during this time. Dr. Wright indicated that most facilities are still practicing curb-side. There has also been a lot of new facility openings.

Dr. Jordan is still working on making a video on Substance Abuse available for continuing education for the 2020 renewal cycle for veterinarians and technicians.
Dr. Gemeinhardt gave a brief report … medical records need to be more detailed; there were questions and a discussion presented concerning confidentiality of patient records.
There was a discussion about hiring an investigator for the Board. Hiring on a case-by-case basis was deemed best at present.
Approved mandatory opioid continuing education courses are posted on the NCVMB website.
Shelter Oversight: The proposed amendments will define surgical procedures; require a licensed veterinarian to perform the surgical procedure in a specified surgical area; and require NCVMB inspectors to inspect these surgical areas …
Senator Bill Rabon has agreed to assist the Board with amendments to the Practice Act that will add a new definition of “impairment” and will authorize the Board to adopt rules for Veterinary Facility Permits and supervising veterinarians.

Telehealth/Telemedicine: Dr. Komich and Dr. Holland are continuing to work on potential language for a Telehealth/Telemedicine amendment to the Practice Act.
Chief Inspector’s Report: Dr. David Marshall, Chief Inspector, gave an updated report. The last quarter was very routine. Dr. Wright discussed that there is still a problem with non-veterinarian chiropractors practicing on animals.
FARB Meeting Reports: Dr. Komich stated that after listening to other Boards describe, at a recent FARB meeting, their disciplinary process, the NCVMB’s is by far the best.
Dr. Gemeinhardt stated that it was good that we have a DVM as Executive Director because of their expertise and knowledge, especially in an emergency situation. Dr. Gemeinhardt also recommended that all Board members have an “elevator” speech ready to succinctly inform legislators and others as to the Board’s responsibilities and duties. Dr. Schadler reported that in grievous disciplinary cases a temporary suspension of license can be authorized under the Practice Act and Board Rules if the Board feels public health or safety or the safety of animals is at risk.
The Board Executive Committee reported that it had met during the break and agreed to a recommendation to the Board concerning the telehealth/telemedicine issue. The recommendation is that the Board request Senator Bill Rabon, the sponsor of S.B. 604, to add an amendment to the Bill that would give the Board statutory authority to adopt administrative rules for regulating telehealth/telemedicine; and that the Board and the NCVMA would work together to present an agreed-upon proposal to Senator Rabon. Dr. Komich made a motion to accept the Board’s recommendation, seconded by Dr. Holland. The motion passed unanimously.
NCSU-CVM and NCVMB are still discussing issues concerning students obtaining surgical experience at veterinary facilities outside of the university, and which experience will apply toward graduation requirements.
Dr. Schadler also reported that served complaints of alleged unlicensed practice have been resolved through letters explaining the Practice Act and the consequences of unlicensed practice.

North Carolina Professional Health Program (NCPHP) Report: Dr. Joseph Jordan, CEO of NCPHP, … gave a brief presentation on a one-hour program he has developed on “Substance Abuse” that will be used for CEs for veterinarians and registered veterinary technicians.
NCSU-CVM and NCVMB Meeting: Dr. Meckes, Dr. Holland, Dr. Bull, Dr. Schadler, and Dr. Neel met to discuss the extra-mural experience for veterinary students during their first three years. Dr. Meckes suggested that 3 rd year students, who have had surgical courses, be able to apply as interns. Dr. Bull appointed Dr. Meckes, Dr. Holland, and Dr. Dean as a committee to look into this possibility.
Chief Inspector’s Report: Dr. David Marshall, Chief Inspector, reported that the Board’s facility inspectors inspected 145 facilities this last quarter. Of the few facilities that have serious violations, the violations are mostly for expired drugs and the security of controlled drugs. There was one concern about a facility that is in disrepair…
Legislative Committees: • SB 604 – This amended Bill is on the Governor’s desk for signature. The Bill includes authorization for the Board to adopt rules regarding telehealth/telemedicine.
HB 707 – This Bill recognized apprenticeships and training. As originally written, it would have affected the current requirements for registration of registered veterinary technicians.
Shelter Oversight: The joint NCDA&CS/NCVMB committee is still studying proposed shelter rules, one of which would incorporate NCVMB’s minimum standards for surgery, drug requirements, after hours care, and require that a licensed North Carolina veterinarian perform the surgery in shelters.

Legislative Committee – Facility Permit: NCVMB now has the authority to create rules pertaining to Facility Permit.
Chiropractor Update: Thomas Sullivan, Executive Director of the North Carolina Board of Chiropractic Examiners, advised NCVMB that they are not going to take any action at the present time against chiropractors who are practicing veterinary medicine. Dr. Shults has made a formal complaint to the Chiropractic Board against a chiropractor who has violated the NCVMB’s Practice Act.

Committee on Investigations No. 1 reported that it had reconsidered part of its decision on complaint 2017006-1. Upon reconsideration, the Committee changed the discipline of Dr. Bass from a Letter of Reprimand to a Letter of Caution. The report was approved by the Board.
There was a discussion about how other Boards handle complaints and issues of due process of law. A recent article arising from a case with the Michigan Veterinary Medical Board recommended that the term “incompetence” be defined in statute or rule. Dr. Schadler said it always best to adhere to the allegations from the complainant. If something unrelated to the complaint is revealed during the investigation, then in most cases this new information should be the subject of a Board initiated complaint.

At 1:50 p.m. the Nominating Committee gave their report. Dr. Meckes moved to keep the current officers: Dr. Dean, President; Dr. Barber, Vice President; and Dr. Bull, Treasurer for the upcoming year (July 1 through June 30, 2019). Dr. Komich seconded the motion and it was approved.
Dr. Dean announced that Dr. Bull will now be NCVMB Vice President and Dr. Meckes will be the Secretary/Treasurer. Mrs. Krissie Newman was added to Committee on Investigations No. 1 to serve along with Dr. Dean and Dr. Bull. Committee on Investigations No. 7 will remain the same. Dr. Dean split up the Legislative Committee as follows: Practice Facility Permits – Dr. Gemeinhardt and Dr. Dean; Registered Technician Review – Dr. Bull and Mrs. Lazaro; Telemedicine – Dr. Komich and Dr. Holland.
There was a discussion about chiropractors performing work on animals without any supervision by a veterinarian. Several complaints from veterinarians have been made to the Board about this subject. It was decided that the Executive Committee would meet with the Chiropractic Board about this subject.
Dr. Komich and Dr. Holland gave a report on the AAVSB Telehealth/Telemedicine model to be voted on during the AAVSB Annual meeting. The AAVSB is updating wording regarding the Veterinarian/Client Patient Relationship. The Board directed Dr. Komich and Dr. Holland to vote to accept the proposed model act recommendations.
Dr. Dean suggested that the Board hire a professional investigative firm on an as needed basis for investigations of lay people violating the Practice Act. Dr. Schadler will investigate different firms.

The North Carolina Veterinary Medical Board (NCVMB) is an eight-member body, and exactly one of those seats is reserved for a "Public Member."
