Ruleset Opinions from the Referee Commissioner:
HVF-Referees are mainly proficient in USAV/FIVB Rules as it is the Domestic and International rules respectively. USAV/FIVB offers and provides advanced training to further educate referees and to keep them current. The USAV ruleset is known by most players, coaches, fans, and referees in Hawaii, the US, and around the world (USAV is slightly modified FIVB Rules). USAV is also the 'club' volleyball rules. I recommend this ruleset for all competitions. Unfortunately, in the USA, there are other rulesets used for high schools and colleges.Regarding NFHS: - Our Referees are also familiar with the NFHS Volleyball ruleset, however, there is little to no advance training available for NFHS offered anywhere (even online), unlike USAV/FIVB/NCAA which has numerous online resources and courses. If your league/competition uses NFHS ruleset, please do keep this in mind. Although referees are supposed to know the differences that NFHS has, interpretations, techniques, and other behaviors from other rulesets may be hinted. The majority of Hawaii High School Leagues have opted to use NFHS rules as the ones making decisions locally are typically not "Volleyball knowledgable", however, a couple of smaller leagues have made the switch over to the more accepted and familiar USAV rules as Hawaii does not receive any added benefits on utilizing NFHS rules and Hawaii is not a full NFHS state either. Although the NFHS ruleset's intent and 'spirit' is inclusion/participation and safety, this ruleset ultimately favors and advantages large teams/schools due to their liberal substitution rules at 18 substitutions allowed, causing a disadvantage and possible safety hazard for smaller teams.NCAA - Due to the limited assignments available, only a few referees are familiar with NCAA-W rules. Only selected people in a certain group are allowed to participate in NCAA-W competitions. NCAA-Men utilizes the USAV Ruleset.
