the guardianship is where Lifehacker finds kids in trouble and takes them in when there's no where for them to go. lifehacker also takes in kids that need protection if they're targeted by the Clubs, so lifehacker takes them in for their protection.
with the increase of kids lifehacker takes in, they created the home system for kids who get along in the same home, advance their skills and talents, and keep certain kids who don't get along separated. lifehacker even made a reform home for those who went down a dark path and give them a chance of redemption.

each home has a designated "Head of the Home" to keep an eye on everyone in their respective homes. the Head is to report monthly about how the Home is doing; everyone's behaviors, the finances, and any repairs and supplies needed for the home.
a home is given an allowance depending on the Home's report and stability. mother and father figures can be given a bonus allowance to take care everyone.
basically parent figures get more allowance bonus than the kids' allowances along with widow effects if a kid is unfit to be the parent anymore, the widow gets double the parent figure's bonus.
mother figures get coupons, discounts at home shops, and get extra supplies for the home for each kid living there.
father figures get more supplies for home repairs, combat supplies, and also extra supplies for each kid living there.
kids are given a certain amount of chances to fix their mistakes and make up for them. if a kid doesn't clean their act after 20 times, they get relocated into Home 1XI3, the reform home, until they clean their act with good behavior.
everyone in the guardianship is to go to Home I3I, the Homeschool, for schooling. every kids, teen, adult, and whatever is given a chance at learning.
every newcomer must stay at Home I2, Newbie Training Grounds, until they are sorted in their next place in the Home system.
even when a kid is down a dark path, they are give a chance of redemption in the guardianship.

everyone is to get a seasonal check up at Home I8II, Medical Therapy Office. monthly for Watt's patients survivors.
