President Fidel V. Ramos (1995), with the Buenavista Municipal Officials and Guimaras Polytechnic College Faculty & Staff. 

President Ramos enacted the RA 7944, the conversion of Buenvista Vocational School into Guimaras Polytechnic College.

RA 9138 was signed by President Gloria M. Arroyo, June 8, 2001, the merging of the Guimaras Polytechnic College in Buenavista and the Western Visayas College of Science and Technology - Guimaras Extension in Jordan creating the Guimaras State College.
