Implying that transgender bathroom or locke room polices creates a safety concern is unfounded. At most, it’s asking to discriminate against our trans youth because of someone taking advantage of the policy. And that is misplaced fear.

A legal review of the right to privacy argument specifically applied to transgender bathroom use in school environments. In order for someone's right to privacy to be considered violated, to void a transgender student's right to not be discriminated against, there would have to be some sort of misconduct. To imply “privacy matters” is to imply transgender students are bad and wrong. Equal rights for others does not mean less right for you.
Promoting School Safety for LGBTQ and All Students
This review looks at all the evidence and data, and identifies strategies for safe and supportive schools for LGTBQ: “In the last decade, strong evidence supports four strategies to create safe and supportive schools for LGBTQ and all students (NASEM, 2019, 2020). Everyone—students, parents, school personnel, and policy-makers—can suggest, support, and help implement the strategies described here. Table 1 provides specific, actionable recommendations for each strategy, for these key stakeholders. All our students deserve safe schools.”
