The "Goofy Kicking Donald" district, also known as District 7 in Pennsylvania, is an example of a highly gerrymandered political district. Although this district would have a relatively high Harris measure because the length and perpendicular width of the district are almost the same, its other measure are all low, which explains why it is very gerrymandered. Its convex hull is low because of the several concavities. Related to the convex hull, the "Goofy Kicking Donald" district has a low polsby-popper measure because the multiple concavities give the district a larger perimeter but maintains a smaller area. Finally, this district has a low reock measure because it would need a large circle to enclose the district, but again, the district has a small area.
