Under the provisions of No. 5, Article 9 of Decree-Law No. 29/2012, of July 4, which establishes the legal framework for the Accreditation and Evaluation of the Education System concerning pre-school, basic, and secondary education, in conjunction with No. 2, Article 9 of the Ministerial Diploma of February 1, which approves the Regulation for the Licensing of Education and Teaching Establishments, this diploma stipulates that pre-school, basic, and secondary education establishments must obtain a license to operate.

In this case, the Ministry of Education of Timor Leste would like to inform the public that, Ministerial Decree Number 03, dated January 21, 2025, on Suspension of Conceding New Operational Licensing to International Pre-School, Basic and Secondary Education Establishments, prescribes that no new requests for international schools will be accepted by the Ministry effective 21st January 2025 until further notice. 

The Ministry of Education wishes to inform the public that the following international schools are licensed to operate in the Democratic Republic of Timor-Leste (RDTL):

List A: International Schools with Operational Licensing according to their LEVEL OF EDUCATION.

1. Dili International School (Pre-School, Basic Education, and Secondary Education)

2. Tais International School (Pre-School, Basic Education, and Secondary Education)

3. St. Jude Thaddeus International School (Pre-School, Basic Education, and Secondary Education)

The international schools in list B below have submitted their applications to the Ministry of Education on or before January 21, 2025 (in accordance with Ministerial Decree No. 03, dated January 21), but have not received operational license:

𝑰𝒎𝒑𝒐𝒓𝒕𝒂𝒏𝒕 𝑵𝒐𝒕𝒊𝒄𝒆:

• International schools in List A have received official operational licensing. 

• International schools in List B have submitted applications on or before January 21, 2025, but have not received operational licensing.

• International school that are not listed in List A nor B must be IMMEDIATELY CLOSED.

The Ministry of Education urges parents not to enroll their children in any international schools that are not listed in List A nor B above as they are not recognized by the state. Consequently, the Ministry will not recognize certificates (Ijasah) issued by unlicensed schools.

The Ministry of Education received complaints from parents about international schools that have already received operational license, therefore ALL international schools that have received operational licensing will be subjected to a comprehensive evaluation by the Office of Evaluation, Licensing, and Accreditation (GALA) of the Ministry of Education to assess their compliance with minimum international standards. 

We also remind parents to carefully verify the status of international schools before enrolling your children, ensuring that the international schools are listed in 𝐿𝑖𝑠𝑡 𝐴 𝑜𝑟 𝐿𝑖𝑠𝑡 𝐵 and according to 𝚃𝙷𝙴𝙸𝚁 𝙻𝙴𝚅𝙴𝙻 𝙾𝙵 𝙴𝙳𝚄𝙲𝙰𝚃𝙸𝙾𝙽 for which licensed have been granted.

Schools that have been licensed are required to meet the following criteria:

1. Must have a 𝑃𝑎𝑟𝑒𝑛𝑡-𝑇𝑒𝑎𝑐ℎ𝑒𝑟 𝐴𝑠𝑠𝑜𝑐𝑖𝑎𝑡𝑖𝑜𝑛 (𝑃𝑇𝐴).

2. The school must ℎ𝑜𝑙𝑑 𝑟𝑒𝑔𝑢𝑙𝑎𝑟 𝑃𝑇𝐴 𝑚𝑒𝑒𝑡𝑖𝑛𝑔𝑠.

3. Must maintain 𝑚𝑖𝑛𝑢𝑡𝑒𝑠 𝑜𝑓 𝑃𝑇𝐴 𝑚𝑒𝑒𝑡𝑖𝑛𝑔𝑠.

4. Must have a 𝑠𝑢𝑔𝑔𝑒𝑠𝑡𝑖𝑜𝑛 𝑏𝑜𝑥, to receive suggestions from the community and parents.

5. Each classroom must provide a 𝑚𝑖𝑛𝑖𝑚𝑢𝑚 𝑠𝑝𝑎𝑐𝑒 𝑜𝑓 2𝑚² 𝑝𝑒𝑟 𝑠𝑡𝑢𝑑𝑒𝑛𝑡.

6. Toilets must be 𝑘𝑒𝑝𝑡 𝑐𝑙𝑒𝑎𝑛.

7. Teachers must hold a 𝐿𝑖𝑐𝑒𝑛𝑠𝑒𝑑 𝑃𝑟𝑜𝑓𝑒𝑠𝑠𝑖𝑜𝑛𝑎𝑙 𝑇𝑒𝑎𝑐her (𝐿𝑃𝑇) 𝑐𝑒𝑟𝑡𝑖𝑓𝑖𝑐𝑎𝑡𝑒 or a license from the country of origin.

8. A rigorous evaluation of international schools that have received an operational license will be conducted by GALA this year.

Ao abrigo do disposto no. 5.º, artigo 9.º, do Decreto-Lei n.º 29/2012, de 4 de julho, que estabelece o regime jurídico da Acreditação e Avaliação do Sistema Educativo, no que respeita à Educação Pré-Escolar e aos ensinos básico e secundário, conjugado com o n.º 2, artigo 9.º do Diploma Ministerial, de 1 de fevereiro, aprova o Regulamento de Licenciamento dos Estabelecimentos de Educação e Ensino, através do qual este diploma regula que os estabelecimentos de educação pré-escolar, do ensino básico e do ensino secundário devem dispor de licenciamento para funcionamento. 

Neste caso, O Ministério da Educação de Timor-Leste informa ao público que o Decreto Ministerial Nº 03, de 21 de janeiro de 2025, relativo à * Suspensão da Concessão de  Licenciamento Operacional aos Estabelecimentos Internacionais de Educação Pré-Escolar, Ensino Básico e Ensino Secundário*, determina que nenhum novo pedido de licenciamento para escolas internacionais será aceite pelo Ministério a partir de 21 de janeiro de 2025, até novo aviso. 

Além disso, o Ministério da Educação informa que as seguintes escolas internacionais estão devidamente licenciadas para operar na República Democrática de Timor-Leste (RDTL):

Lista A: Escolas Internacionais com Licenciamento Operacional, de acordo com o seu Nível de Educação.

Lista B: Escolas Internacionais Aguardando Inspeção para o seu Nível de Educação

As escolas internacionais listadas abaixo enviaram os seus pedidos ao Ministério da Educação em ou antes de 21 de janeiro de 2025 (de acordo com o Decreto Ministerial Nº 03, de 21 de janeiro de 2025), mas ainda não receberam licença de funcionamento:

*• As escolas internacionais da Lista A receberam uma licença oficial de funcionamento.

• As escolas internacionais da Lista B enviaram o seu pedido ao Ministério até 21 de janeiro de 2025, mas ainda não receberam licença de funcionamento.

• As escolas internacionais que não constam na Lista A nem na Lista B devem ser 𝐒𝐔𝐒𝐏𝐄𝐍𝐒𝐀𝐒 𝐈M𝐄𝐃𝐈𝐀𝐓𝐀𝐌𝐄𝐍𝐓𝐄. 

O Ministério da Educação solicita aos pais que não matriculem os seus filhos em escolas internacionais que não estejam listadas na 𝐿𝑖𝑠𝑡𝑎 𝐴 𝑜𝑢 𝐿𝑖𝑠𝑡𝑎 𝐵 uma vez que não são reconhecidas pelo Estado. Consequentemente, o Ministério não reconhecerá os certificados (Diploma) emitidos por escolas não licenciadas.

O Ministério da Educação também recebeu queixas de pais sobre escolas internacionais já licenciadas. Por conseguinte, todas as escolas internacionais com licença operacional serão submetidas a uma avaliação abrangente pelo Gabinete de Avaliação, Licenciamento e Acreditação (GALA) do Ministério da Educação, para verificar a sua conformidade com as normas internacionais mínimas.

Reforçamos a importância de os pais verificarem cuidadosamente o estatuto das escolas internacionais antes de matricularem os seus filhos, garantindo que as escolas estão incluídas na 𝐿𝑖𝑠𝑡𝑎 𝐴 𝑜𝑢 𝐿𝑖𝑠𝑡𝑎 𝐵 e cumprem o nível de educação para o qual a licença foi concedida.

Critérios obrigatórios para escolas licenciadas:

1. Devem ter uma 𝐴𝑠𝑠𝑜𝑐𝑖𝑎𝑐̧𝑎̃𝑜 𝑑𝑒 𝑃𝑎𝑖𝑠 𝑒 𝑃𝑟𝑜𝑓𝑒𝑠𝑠𝑜𝑟𝑒𝑠 (𝙿𝚃𝙰).

2. A escola deve realizar 𝑟𝑒𝑢𝑛𝑖𝑜̃𝑒𝑠 𝑟𝑒𝑔𝑢𝑙𝑎𝑟𝑒𝑠 𝑑𝑎 𝑃𝑇𝐴.

3. Devem ser mantidas 𝑎𝑡𝑎𝑠 𝑑𝑎𝑠 𝑟𝑒𝑢𝑛𝑖𝑜̃𝑒𝑠 𝑑𝑎 𝑃𝑇𝐴.

4. Deve ter um 𝑠𝑢𝑔𝑔𝑒𝑠𝑡𝑖𝑜𝑛 𝑏𝑜𝑥, para receber sugestões da comunidade e dos pais.

5. Cada sala de aula deve disponibilizar um espaço mínimo de 2𝑚² 𝑝𝑜𝑟 𝑎𝑙𝑢𝑛𝑜.

6. Os sanitários devem ser mantidos limpos.

7. Os professores devem possuir um 𝑐𝑒𝑟𝑡𝑖𝑓𝑖𝑐𝑎𝑑𝑜 𝑑𝑒 𝐸𝑛𝑠𝑖𝑛𝑜 𝑃𝑟𝑜𝑓𝑖𝑠𝑠𝑖𝑜𝑛𝑎𝑙 𝐿𝑖𝑐𝑒𝑛𝑐𝑖𝑎𝑑𝑜 (𝐿𝑃𝑇) ou uma licença do país de origem.

8. Uma avaliação rigorosa das escolas internacionais que receberam licença de funcionamento será conduzida pela GALA este ano.
